National Assembly debates a number of legislative initiatives in second reading

On April 30, the Parliament debated a number of legislative initiatives in the second reading.

With the package of draft laws providing for amendments and addenda to the law on Trade and Services and the related laws, it is planned to make the legal regulations regarding itinerant trade in Yerevan applicable in other communities as well.

According to the key-rapporteur, the RA Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan, no written proposals regarding the initiative were received during the period from the first to the second reading.

The proposed amendment to the law on Audiovisual Media authored by the deputy of the NA Civil Contract Faction Sisak Gabrielyan gives the public broadcaster the opportunity to have another channel with republican distribution.

An addendum was made after the first reading.

The Head of the Civil Service Bureau of the RA Prime Minister's Office Vache Qalashyan presented the draft law on Making Addenda and Amendments to the Law on Remuneration of Persons Holding State Positions and State Service Positions.

According to the rapporteur, the draft was not changed after it was adopted in the first reading.

Amendments were made to the law on Joint Stock Companies.

According to the key-rapporteur, the RA Deputy Minister of Economy Rafayel Gevorgyan, after the first reading, the MPs did not present any proposals.

The draft law on Making Amendments and Addenda to the RA Code on Administrative Procedure and the attached package of bills were also debated. It was presented by the RA Deputy Minister of Justice Armenuhi Harutyunyan.

According to the rapporteur, from the first to the second reading, technical amendments were made in the package at the proposal of the Government.

It was noted that the substantive proposals submitted by the MP Trdat Sargsyan were accepted.

Presenting the addenda to the laws on State Duty and on Aviation, the RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan mentioned that the Government proposes to establish state duty for 13 groups of services.

According to the rapporteur, technical amendments were made in the package from the first to the second reading. It was noted that the law will enter into force on January 1, 2025.
