In 2023, the Ministry of Territorial Administration and Infrastructure implemented 21 programmes and 138 measures. The amount was almost 270 billion AMD, the execution against the specified annual plan was 98.2%: The RA Minister of Finance Vahe Hovhannisyan said this at the joint sitting of the RA NA Standing Committees on Economic Affairs and on Financial-Credit and Budgetary Affairs on May 31. On the agenda was the debate of the annual report of the Ministry of Territorial Administration and Infrastructure on the execution of the RA 2023 state budget.
According to the Deputy Minister of Territorial Administration and Infrastructure of the Republic of Armenia Kristine Ghalechyan, the Ministry actually spent 101 billion 987 million AMD in the transport sector in the 2023 budget, within the framework of which 3 programmes and 31 measures were implemented. 6 billion 423 million AMD was spent in the field of energy, implementing 4 programmes and 9 measures, in the water sector - 49 billion 992 million AMD, ensuring the implementation of 6 programmes and 43 measures.
According to the Deputy Minister, perhaps the most extensive of the programmes is the Road Network Improvement programme, within the framework of which 24 measures were implemented, 18 of which were funded by credit grants.
Speaking about the performance of credit-grant programmes, the key rapporteur noted that the actual expenditure of 2023 was 24 billion 793 million AMD, ensuring the reconstruction of interstate roads with a total length of 31 km.
The reconstruction works of the 220 km Lichk-Ashnak and Vanadzor 1 substations of the high-voltage power transmission network have been completed.
Kristine Ghalechyan answered the MPs’ questions by presenting in detail the projects and the expenses implemented in the sector. She presented clarifications regarding road construction timeline s , their control, and issues related to safety.
Touching upon the Crossroads of Peace project, Kristine Ghalechyan presented the conceptual and strategic approaches. She informed that in the near future the process of technical and economic assessment of the Crossroads of Peace project will start. A new strategy is being developed, which will have an investment and technical feasibility plan for those routes of the road network that will provide international transportation.
