Regular Sitting of the Interparliamentary Committee in National Assembly

On October 17, in the National Assembly the 11th the Interparliamentary Cooperation Committee sitting of the National Assembly of the Republic of Armenia and Federal Assembly of the Russian Federation was held.

Mr. Tigran Torosyan, President of the National Assembly, in his opening speech highly evaluated the mission of the Interparliamentary Committee in deepening the inter-parliamentary ties and strengthening the friendship of the two countries and peoples, expressed satisfaction that after the collapse of the Soviet Union the multilateral ties of the two countries continue, which can be a very good example also for other countries. Touching upon the key issue of the agenda, directed to the activation of economic cooperation, i.e. the main issue of creating favorable conditions for the activity of economic entities in the Republic of Armenia and Russian Federation, Tigran Torosyan, President of the National Assembly, noticed that the role and responsibility of the bodies regulating the legislative field of the parliaments of the two countries is rather great, and expressed a hope that new approaches and solutions of activation of economic cooperation of mutual interest will be found in the result of the discussions of Yerevan sitting.

Mr. Vahan Hovhannisyan, Vice President of the National Assembly, Co-chairman of the of the Interparliamentary Cooperation Committee of the National Assembly of the Republic of Armenia and Federal Assembly of the Russian Federation, touched upon the three key issues, discussed during the previous sitting of the committee: educational-cultural, transport and re-operating the enterprises given to Russia for the debt. He noted that though certain works are carried out, there are many unsolved problems yet. Especially Mr. Hovhannisyan touched upon the difficulties of the goods transportation conditioned by the deterioration of the Russian-Georgian relations, especially the cases of discrimination towards Armenians in the cities of Russia, some of which had tragic end and expressed concern that there isn’t a distinct programme for making investments in the enterprises given to Russia for debt, and on activating the works.

Mr. Nikolay Ryzhkov, Co-chairman of the Interparliamentary Cooperation Committee, member of the RF Council of Federation, noted that the economic cooperation of mutual interest of Russia and Armenia is activated though the goods transportation became complicated, conditioned by the deterioration of the Russian-Georgian relations.He considered expedient to implement the opportunity of ferry transportations in this stage. According to Mr. Ryzhkov, the incidents related to Armenians in Russia should not be observed in the aspect of national discrimination, though he also confessed that they are serious problems for the Russian powers to ignore them. The speaker proposed to display concrete approaches related to the problems hindering the development of economic cooperation, which will be a subject of productive discussion and will have certain solutions.

As Aram G. Sargsyan assessed, the work of the enterprises given to Russia for debt would be more productive if they were enterprises of joint operation. Mr. Sargsyan noticed that though the scientific potential of the two countries is yet great, but the cooperation in this sphere is weak, there is a great flow from the human resources of the sphere of science, which is reducing the possibility of further plans.

Igor Chernishenko, deputy of the RF State Duma noted that there are advanced phenomenon and unsolved key problems in the Armenian-Russian economic relations. The amount of Russian investments has rather increased: there are 700 enterprises in Armenia, where Armenia has done lots of investments. The cooperation in the banking and energy systems has activated. We should do our utmost, so that the political situation in Georgia will not have its negative influence on the goods turnover of the two friendly countries.

Other speeches were also sounded, where it was noted that recently the inter-parliamentary ties between Armenia and Russia are actively developing, which promote the strengthening of the legal-contractual relations of the two countries, create equal conditions for the cooperation of enterprises and entrepreneurs based on mutual interests.A number of model laws, regulating the sphere, are necessary to be adopted, complying the laws of the two countries and creation of the relevant legislative field for the activity of economic entities is necessary for more activating the economic cooperation of the two countries. It was proposed to include on the agenda of the next sitting the issue of scientific technical cooperation, which was unanimously adopted.

The Interparliamentary Committee decided to hold the next 12th sitting in Moscow in March 2007.
