On October 26, the last day of the four-day sittings, the parliament continued the discussion of the draft
law on Alienation of the Property For Public and State Needs.
Mr. Gurgen Arsenyan, head of the ULP faction, presented their
positive conclusion on the draft law: the ULP welcomes the behaviour of the government to consider the proposal of their faction concerning the revision of the size of the sum of the compensation.
According to Mr. Artashes Geghamyan, head of National Unity, the
authorities distract the attention of the society from more important issues using this draft law. Mr. Artashes Geghamyan proposed to bring from the shadow the sums that he has counted into the legal field and direct the part of them to the compensation instead of privatized territories.
Mr. Mher Shahgeldyan noted, that though Orinats Yerkir Party is for
the legal settlement of the issue, however the party is against this version of the draft law.
In his final speech Mr. David Harutyunyan, Minister of Justice, emphasized that the draft law is envisaged to regulate the future but not the past processes of the alienation of the property for the needs of the state and the society. He expressed readiness to discuss the content of the proposals.
The Minister of Justice presented for discussion the legislative package, which envisages amendments
to the draft law on the Services of Compulsory Execution of Judicial Acts, as well as to the other laws and Codes, noting that the reforms in the constitutional and criminal law spheres were the basis of the edition.
Mr. Suren Gharayan, Deputy Minister of Finance and Economy,
passed the proposal of the Government to those present on Making Amendments to the RA laws on the Fixed Payments and the Profit Tax. Mr. Gagik Minasyan, Chairman of the Standing Committee on Financial-Credit, Budgetary and Economic Affairs, presenting the positive conclusion of the Committee, noted that there are exceptional examples, when the executive body initiates the process of facilitating and simplifying the tax legislation.
Mr. Armen Gevorgyan, Deputy Minister of Economic Development and Trade, presented to the MPs
the proposed amendment to the law on State Duty. The laws on Patent and on Trademarks, Service Marks and Appellations of Origin of Goods envisage new kinds of state duties, by which the initiative is conditioned.
Mr. Gagik Voskanyan, Chairman of the Control Chamber of the National Assembly, presented to the MPs’ estimation the 2005annual report of the Control Chamber. The Control Chamber studied 38 reports and certificates during this year. As a result, the Chamber has found out cases of inefficient use of state means, violations of legislation and legal acts. The Chamber especially evaluated inefficient the use of credits, received from the foreign states and international financial organizations. 25 projects worth 47 million dollars were implemented using these means in 2005. 16 projects were underfulfilled as the execution was 64 %. 10 programs were executed partly.
On the initiative of the ULP faction the draft law on the Employers’ Union has been circulated.
Mr. Mnatsakan Petrosyan, presenting the positive view of the Standing Committee on Social Affairs, Health Care and Environment, spoke about the necessity of these unions.
The draft on Food Safety with the enclosed package, the draft laws on Specially Preserved Nature Locations, on the RA National Water Programme, on Making Amendment to the RA Law on Nature Protection Payment Rates, on Making Addenda to the RA Law on RA Budgetary System, on Making Amendment to the law on the Plants’ Protection Quarantine and on State Agrarian Inspections, on Making Addendum to the RA Law on
Substances Depleting the Ozone Layer and on State Duty as well as on Making Amendments and Addenda to the RA Code on Administrative Offences were presented to be adopted in the second reading. These and other issues debated at the session will be put on voting during the next four-day sittings.
As a result of voting organized at the beginning of the day, the Parliament adopted the proposed amendments to the Electoral Code with 84 votes among other drafts.
