On February 5 the ninth session of the National Assembly of the third convocation began under the sounds of the anthem of the Republic of Armenia, after which the MPs debated and approved by voting the agendas of the session and four-day sittings.

The National Assembly debated the draft law on Aviation and amendments proposed to a number of laws concerning it, the necessity of the adoption of which according to Mr. Artyom Movsisyan, the head of the Chief Department of the Civil Aviation adjunct to RA Government is conditioned by making decisions on strategy of prime development of this sphere and adopting a new edition - with the purpose of harmonization and compliance of the legislation of the Republic of Armenia with the documents of the international organizations.

Mr. Gurgen Arsenyan, head of the ULP faction, presented the viewpoint of the faction, informing that they will vote for the draft submitted for the first reading, and before the second reading they will present the proposals concerning the specification of the terms, the bases for the certification to the persons operating the planes, delays of flights and protection of the rights of passengers in case of bad service.

Mr. Armen Movsisyan, Minister of Energy presented the draft on Defining Tax Privileges Concerning Construction Works of Gas Pipeline.

The draft package on Making Addenda and Amendments to the RA Law on Safety of Road Traffic, on Making Amendments and Addenda to the RA Law on Police and on Making Amendments and Addenda to the RA Code on Administrative Offences was also debated.

By the amendment, proposed to the RA Law on Police, the authority of the police in the sphere of security protection of road traffic is regulated.

By the third amendment to the RA Code on Administrative Offences, presented in the package - in particular, the sizes of the administrative penalty for driving vehicles without checkup have increased.

The draft on Formation and Resignation of the Government according to Mr. Gevorg Malkhasyan, Deputy Justice Minister, stems from the requirements of the constitutional amendments of the Republic of Armenia and defines the order of formation and resignation of the Government of the Republic of Armenia.

The National Assembly will proceed the debate of the draft at February 6 sitting.
