IPA CIS 29th Plenary Session in Saint Petersburg

On October 31 the IPA CIS 29th plenary session began its works in the Tavrichesky Palace of Saint Petersburg, having on the agenda the discussion of the model laws on the legal provision of the migration policy agreed by CIS member nations, on Self Government Organizations, on National Referendum, on Transport Activity, on Safety in Transport, on Safety in Air Transport, on Waste Products of Manufacture and Consumption, on Land Protection, on Attitude towards Animals, on Frontier Cooperation, and the legal regulation concept issues on counteracting the HIV/AIDS in the CIS member nations, on Security and Legal Ethic Regulation of Genetic Medical Technologies in CIS member nations, on Legal Provision of Education for Adults in CIS member nations and the issues of Model Environment Code envisaged for CIS member nations.

The IPA CIS 29th plenary session ended with the press conference for the journalists, during which the question directed to Mr. Tigran Torosyan, President of the National Assembly, related to the formation of migration policy. Mr. Torosyan conditioned the necessity of general migration policy of CIS countries by the situation created after the collapse of the USSR, noting that in that direction a concrete and important step was made at the IPA CIS plenary session.

Within the frameworks of IPA CIS Mr. Tigran Torosyan, President of the National Assembly of the Republic of Armenia, head of the delegation of the National Assembly in IPA met with Mr. Vadim Popov, Chairman of the House of Representatives of Belarus. Mr. Popov congratulated the president of the National Assembly for being re-elected noting that the post of the President is very obliging, being also a factor for promotion of the consolidation of the political forces. The Chairman of the House of Representatives of Belarus noted about the continuation of the activity of the Committee on Inter-Parliamentary Cooperation for deepening the cooperation between the two parliaments, the work of which promotes the compliance with the legislative field and the deepening of cooperation. Recording the high level of economic relations Mr. Popov noted that there are good prospects for their development.

Mr. Tigarn Torosyan, President of the National Assembly of the Republic of Armenia congratulated Mr. Popov on the occasion of the election in the post of the Chairman of the House of Representatives of Belarus and expressed confidence, that it will promote the further development of the Armenian-Belarusian inter-parliamentary relations. The President of the National Assembly said that the composition of the commission on inter-parliamentary cooperation is already created in the National Assembly of the fourth convocation, the co-chairman of the Armenian side is appointed. Mr. Torosyan emphasized the importance of the exchange of the accumulated legislative experience by the use of the new opportunities of the development of the relations and the creation of mechanisms of really working connections.

The President of the National Assembly invited the Chairman of the House of Representatives of Belarus to Armenia with an official visit. The sides also touched upon the cooperation issues in the international structures during the meeting.

Issues related to inter-parliamentary relations were discussed during the meeting of Mr. Tigran Torosyan, President of the National Assembly and Mr. Boris Gryzlov, Chairman of the State Duma of the Federal Assembly of the Russian Federation. Mr. Gryzlov informed the President of the National Assembly that a draw had already been made, and the United Russia Party will participate in the elections of the State Duma with number ten. The campaign will start on December 3 and the party led by the President of the Russian Federation Mr. V. Putin inclines to repeat and develop the success of the previous elections.

Mr. Tigran Torosyan, wishing success to the United Russia Party in the December elections expressed confidence that after the elections the cooperation and the development of bilateral relations will be continued. The President of the National Assembly emphasized the successful course of the works of the Parliamentary Assembly of the member nations of the Collective Security Treaty Organization. Mr. Tigran Torosyan noted that an observation mission from Armenia would participate in the elections.

Other issues of mutual interest were also discussed during the meeting.

Within the framework of Tavrichesky Palace the sitting of the Parliamentary Assembly of the Collective Security Treaty Organization led by Mr. Boris Gryzlov, Chairman of the State Duma of the Federal Assembly of the Russian Federation was held, where the delegation of the National Assembly of the Republic of Armenia led by Mr. Tigran Torosyan, President of the National Assembly of the Republic of Armenia, head of the delegation of the National Assembly in IPA CIS participated it.
