Report of NA Ad-Hoc Committee Working Group

On September 9, the Ad-Hoc Committee on the Events Occurred on 1-2 March 2008 in Yerevan and Their Reasons convened its regular meeting. The Chairman of the committee Mr. Samvel Nikoyan said that a working group headed by Mr. Gurgen Arsenyan was formed to check the reliability of information submitted by Mr. Andranik Kocharyan and Mrs. Seda Safaryan to the committee, which has done a certain investigation concerning the above-mentioned facts.

Mr. Gurgen Arsenyan, later Mr. Artyush Shahbazyan and Mr. Aram Harutyunyan gave detailed description of their investigation results.

They said that before the visit of the relevant military unit, Mr. Andranik Kocharyan and Mrs. Seda Safaryan were offered to join the group but they refused motivating such decision by the fact that they could offer their professional assistance if necessary.

According to Mr. Arsenyan, the working group had met with the head of rear service of RA Ministry of Defense Mr. Tigran Gasparyan. In response to their question, he said that the fact-finding group members had been denied entrance to the warehouse since they had not had a superior body’s permission. Mr. Arsenyan accounted for officers' presence by check-up in eight sub-units also including that very sub-unit that day.

Then working group visited the warehouse of RA Ministry of Defense and met with the head of the military unit, lieutenant colonel Tonoyan. Group members were informed that supplies moved from there were registered in electronic databases and in registration book. Familiarizing themselves with relevant records, the group found out that no supplies were moved from the warehouse during those days and allegations on military unit’s receiving uniform were unfounded. On February 24, the unit received towels, and on March 4, it was supplied with beds. On March 1 there has been no move of goods as that day accounting has been done in the warehouse: such accountings are done once in ten days.

Mr. Shahbazyan noted that if the registration book were falsified, the instructions should be changed and hundreds of officers should sign in the registration book, which is impossible. In each case of rear move, three officers sign, and the fourth, who signs, is the representative of the military unit receiving the outfit.

According to Mr. Arsenyan, the investigation results show that rear service of RA Ministry of Defense had no relationship with March events. Mr. Gurgen Arsenyan also said that the working group had copies of registration books and records of working discussion that could be disclosed to the committee members and media representatives.

At the end of the meeting Mr. Gurgen Arsenyan answered the reporters’ questions.
