Parliament Debates a Number of Bills

On October 6, by voting was begun the work of the National Assembly. All the agenda issues, debated the previous day were adopted, including one international agreement.

Mr. Armen Alaverdyan, Deputy Head of State Income Committee, submitted to adopt the Government’s proposed amendments and addenda to the Law on Customs Service.

Mr. Gagik Abrahamyan presented the endorsement of the Standing Committee on State and Legal Affairs of the National Assembly.

The Deputy Head of State Income Committee also proposed to ratify the Agreement on Cooperation and Mutual Aid in Customs between the government of the Republic of Armenia and the Government of the Republic of Italy.

Ms. Naira Zohrabyan, Member of Parliament, submitted the legislative package for the second reading on Making Addendum to the Law on Education and on Making Addendum to the Law on Higher and Post Graduate Education.

The parliament debated for the second reading a number of other bills. Mr. Arayik Petrossyan Deputy Minister of Labor and Social Affairs presented the bill on Making Amendments and Addenda to the Law on Payments of Civil Servants. The bill was developed through six editorial proposals.

Mr. Ara Babloyan informed that many proposals of the legislative body were reflected in the package on Making Amendments and Addenda to the law on Psychiatric Help and on Making Amendment to the Code of the Republic of Armenia.

The parliamentary leading Committee endorsed the above-mentioned drafts, as well as the drafts presented for the second reading on Making Addendum to the Law on the Central Bank of the Republic of Armenia and on Making Addenda to the Law on State Budget of the Republic of Armenia for 2009. Mr. Artak Davtyan, Parliament Member proposed to adopt for the first reading the two articles of the initiative on Making Addendum to the Law on the Rules of Procedure of the National Assembly.The Standing Committee on State and Legal Affairs of the National Assembly endorsed the draft. Mr. Artur Poghosyan, Deputy Minister of Culture, and the co speaker Ms. Lilit Galstyan, member of the Standing Committee on Science, Education, Culture, Youth and Sport of the National Assembly, proposed to adopt for the second reading the draft Law on Non Material Cultural Heritage.

Mr. Gevorg Malkhasyan, Deputy Minister of Justice, presented the proposal on Making Amendment to the Law on Intensive Public Notification. Mr. Styopa Shahbazyan, Deputy Head of the Standing Committee on State and Legal Affairs of the National Assembly, presented the endorsement of the leading committee.

Mr. Aleksander Ghukasyan, Deputy Minister of Healthcare, presented the agenda’s next issue on Making Amendments to the Law on Police.

Mr. Nikolay Arustamyan, Deputy Minister of Justice of Armenia, presented two legislative initiatives. Mr. Gagik Abrahamyan, member of the Standing Committee on State and Legal Affairs of the National Assembly, presented the endorsement of the committee.

Mr. Viktor Dallakyan, Parliament Member, proposed to make amendment to the Law on Civil Service. Mr. Davit Harutyunyan, Chairman of the Standing Committee on State and Legal Affairs of the National Assembly, being for the initiative, proposed his approaches on prolonging the term for officiating. Ms. Arevik Petrosyan, Vice President of the National Assembly, presented her view on that issue. She was for the approach of Mr. Viktor Dallakyan on that issue, and expressed willingness to become co-author of that draft.

The last issue debated in the Parliament was Ms. Arevik Petrosyan’s co-authorized legislative package, on Children’s Right and on foreseeing Amendments and Addenda to the Law on TV and Radio. The debate of the issue will be continued at October 7 sitting.

At the end of the second day of the sitting the Parliament Members expressed statements.
