On February 2, RA National Assembly continued the work of the four-day sittings and adopted all the bills debated on the previous day and ratified the international treaty. Before passing to the debate of the agenda issues by the proposal of NA Speaker Mr. Hovik Abrahamyan the deputies welcomed the group of the 10th form students of the schools of Yerevan Erebuni administrative community being in the parliament within the framework NA Open Doors framework.
RA Minister of Economy Mr. Nerses Yeritsyan continued answering the deputies questions on the Agreement Between the Republic of Armenia and Asian Development Bank being under debate from the previous year.
The Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs Mr. Gagik Minasyan endorsed the conclusion on the agreement. Mr. Shirak Torosyan endorsed the conclusion of the NA Standing Committee on Foreign Relations.
The deputies gave speeches on the agreement.
The NA Vice Speaker Mr. Smavel Nikoyan gave extraordinary speech, who highlighting the unique significance and importance of the agreement, considered necessary to use the levers of implementing the parliamentary control.
As a result of voting with 107 for the agreement was ratified.
Later the parliament debated a number of bills in the second reading.
The co-author of the draft law On Amending the RA Law On Great Patriotic War Veterans Mr. Hakob Hakobyan presented it and endorsed the conclusion of the NA Standing Committee on Social Affairs. The Deputy Minister of Economy Mr. Garnik Badalyan presented the draft law on Making Addenda to RA Customs Code. The Chairman of the NA Standing Committee on Economic Affairs Mr. Vardan Aivazyan endorsed the conclusion.
The NA Standing Committee on Social Affairs endorsed the draft law On Making Amendments and Addenda to RA Law On Foreigners, which was debated in the second reading. The deputies also debated in the second reading the draft law On the Service in the National Security Bodies. The Minister of Nature Protection Mr. Aram Harutyunyan presented the draft law On Amending RA Water National Programme.
The parliament also debated in the second reading the package of legislative initiatives On Amending the RA Law On Hunting and Conducting Hunting Management and On Amending the RA Law on Fauna submitted by the MP Mr. Viktor Dallakyan.
The parliament completely passed by voting the above-mentioned bills in the second reading.
The deputies also debated the legislative package On Making Addenda the RA Law On Hunting and Conducting Hunting Management and Amending the RA Criminal Code submitted by Mr. Viktor Dallakyan.
The MPs debated in the second reading the bill On Amending the Law On Organizing and Conducting Check-Ups in RA submitted by Mr. Davit Harutyunyan.
The MPs also debated in the second reading the draft law On Amending the RA Criminal Procedure Code and the draft law On Making Addendum to RA Law On Scientific and Research Activity.
RA Minister of Science and Education Mr. Armen Ashotyan submitted to the parliament in the first reading the legislative package On Amending the RA Law On Education, On Amending the RA Law On Higher Education and Post-Graduate Specialized Education, Preliminary Specialized (Vocational) and Secondary Specialized Education.
The MPs debated in the second reading the package of legislative initiatives On Making Addendum to RA Law On Licensing and On Making Addendum and Amendment to RA Law On State Duty.
The parliament also debated the draft law On Amending the RA Law On Higher Education and Post-Higher Education Specialized Education submitted by the Government.
RA Deputy Minister of Agrculture Mr. Samvel Avetisyan presented for debate in the second reading the draft law On Amending the RA Law On Forage.
The parliament also debated in the second reading the draft law On Amending the RA law On Providing Flats to the Refugees with the Right of Property Built for the Refugees, who Forcedly Emigrated from the Republic of Azerbaijan in 1988-1992.
Then the parliament debated in the second reading the draft law On Amending the RA Law On RA Control Chamber submitted by the MPs Mr. Samvel Nikoyan and Mr. Artyush Shahbazyan.
At the end of the day the First Deputy Minister of RA Territorial Administration Mr. Vache Terteryan presented for debate in the first reading the draft law On Making Amendments and Addenda to RA Law On Taxes with enclosed legislative package. The debate of the bill will continue at February 3 NA sitting.
