OSCE Acting President in the National Assembly

On February 16 the Vice Speaker of the National Assembly Mrs. Arevik Petrosyan and the representatives of the National Assembly met the delegation led by OSCE acting Chairman, State Secretary of the Republic of Kazakhstan, Minister of Foreign Affairs Mr. Kanat Saudabayev.

Welcoming the guests the Vice Speaker of the National Assembly Mrs. Arevik Petrosyan highlighted the cooperation of Armenia and Kazakhstan, the evidence of which was also the fact that Armenia defended the candidacy of Kazakhstan in presiding in OSCE in 2010. He expressed hope that Mr. Saudabayev’s visit would give opportunity to directly get familiarized with the problems of the region, discuss issues concerning Armenia-OSCE relations and numerous issues of mutual interest. Armenia highlights the cooperation with OSCE, which had undertaken the settlement of Karabakh conflict.

Mrs. Petrosyan also expressed hope that during the presidency of Kazakhstan in OSCE necessary steps of peaceful coexistence and peaceful settlement of the conflicts will be undertaken.

The NA Vice Speaker highly assessed the efforts of OSCE Minsk Group Co-Chairs directed to the peaceful settlement of the Karabakh conflict, especially emphasized the legal demand of the Karabakh people to lay down in the basis of the settlement of the Karabakh conflict the internationally recognized right of self-determination.

The OSCE acting Chairman Mr. Kanat Saudabayev expressed gratitude for warm words and said that the aim of his meeting was to get familiarized on the spot with the viewpoints of the political forces of the Republic of Armenia on the settlement of NK conflict, as in case of good will and compromise demonstrated by the conflicting parties, and the international organizations and the countries concerning by the settlement of this issue only help us.

The representatives of NA factions expressed their viewpoints on Karabakh conflict.

According to the assessment of the Prosperous Armenia faction secretary Mr. Aram Safaryan, the Karabakh problem must be regulated taking into account three internationally recognized important principles, highlighting especially the right of self-determination.

To the conviction of the head of the ARF Faction Mr. Vahan Hovhannisyan the principle of territorial integrity must enter into force, when one country gets involved in the affairs of another country, and if the national-territorial formations inside one country choose a way of living on their own, what took place in the case of Nagorno Karabakh, the right of self-determination must enter into force. He also proposed the OSCE Chairman to implement a monitoring in order to control the democratic institutes in NK, which would be the best step aimed at the settlement of the issue.

The head of the Heritage faction Mr. Stepan Safaryan said that the viewpoint of the faction on the settlement of the conflicts was unequivocal, the inevitable declaration of the Karabakh independence, which should be adopted by international structures, and at the present phase it is necessary to involve Nagorno Karabakh in the negotiations of the conflict settlement, without which the final settlement will be impossible.

The member of the RPA Mr. Artak Davtyan highlighted the role of Russia and Kazakhstan in the process of the peaceful settlement of the conflict, expressing hope that Kazakhstan will also continue to apply during the OSCE whole presidency. He expressed conviction that OSCE, as it had been, so should continue to remain the forerunner of the peaceful settlement of the issue within the Minsk Group framework.

The OSCE acting Chairman expressed conviction that the only acceptable version of the settlement of the issue was through negotiations, and in order to reach the full result it will prior the manifestation of the good will and willingness of going to compromises of the conflicting parties.
