On July 2 the Chairman of the Standing Committee on Agriculture and Environment of the National Assembly Khachik Harutyunyan met with the Head of the Twinning Programme Group of the European Union Sergey Skokov and the expert of the programme Lothar Guindling.
It is envisaged to invest a system of complex permissions in the sphere of environment coordinated with the Ministry of Nature Protection, complying it with EU standards. In 1996 the EU adopted Complex Prevention and Control of Pollution of Environment instructions, which served for defining united permission in different countries. The experts ensure that this version simplifies the process. The Head of the Group noted that the system had been successfully invested in a number of countries, including the neighbouring Georgia. The guests considered necessary for the investment of the system the united vision and joint efforts of the executive and legislative bodies, observing the committee on environment of the parliament as an important link of the successful start of the process. Legislative amendments are also necessary for the investment of the system.
Greeting this initiative Khachik Harutyunyan expressed willingness of support by the committee. He emphasized the investment of the system of complex permissions first in case of certain permissions from the view of creating more favorable conditions and reducing the corruption risks for the economic entities.
According to Lothar Guindling, the system should be invested step by step, ensuring first normative necessary field, making institutional amendments and later strengthening the capabilities.
