On October 5 the National Assembly continued the work of the four-day sittings and by voting passed all the bills and international treaties, which were debated on the previous day.

On the occasion of the Teacher’s International Day the NA Speaker Hovik Abrahamyan warmly congratulated the teachers of the republic and wished them success.

Later the deputies continued the debate of the bill presented by RA Government on Making Amendments and Addenda on Excise Tax in the first reading, which began on the previous day.

The Chairman of the NA Standing Committee on Economic Affairs Vardan Ayvazyan presented the endorsement.

In their questions most of the deputies expressed concern that the amendments envisaged in the law will harm the local producer.

The deputies Artsvik Minasyan and Ara Nranyan presented their views on the bill. Larisa Alaverdyan presented the view of the Heritage faction. The parliament debated the RA draft law On Recognizing the Republic of Nagorno Karabakh presented by the deputies of the Heritage faction.

The MP Shirak Torosyan presented the view of the NA Standing Committee on Foreign Relations.

The Deputy Foreign Minister Shavarsh Kocharyan in his speech said that the government in the present phase considered inexpedient the debate and adoption of the bill.

The factions expressed their positions on the bill.

The head of the RPA faction Galust Sahakyan said that the faction was against initiative, but also the bill. To his conviction, we should not impede the negotiation processes. He proposed the Heritage faction not to put for voting.

The secretary of the Prosperous Armenia faction Aram Safaryan noted that the faction was not against the recognition of the NKR, but they believed that the negotiation should be continued for the settlement of the conflict within the framework of the OSCE Minsk Group.

The head of the ARF faction Vahan Hovhannisyan noted that the faction was against the bill, at this moment the debate, however, if it ould be put for voting, then the faction would vote for ir. Hovhannes Margaryan introduced the view of the Country of Law faction. He said that the faction believed that in this phase one should not impede the negotiation process of the OSCE Minsk Group. The member of the Heritage faction Larisa Alaverdyan called on to observe the issue from the view of the Artsakh people. She thinks that the adoption of the bill cannot harm the process of the settlement of the conflict.

In the concluding speech the keynote speaker of the bill Raffi Hovhannisyan proposed to put the bill for voting during the next four-day sittings.
