On March 4 a memorandum of cooperation between RA National Assembly and the Faculty of Law of the Yerevan State University (YSU) was signed in the parliament, which ratified the Chief of NA Staff Gegham Gharibjanyan and the Deean of YSU Faculty of Law Gagik Ghazinyan. RA NA Speaker Hovik Abrahamyan, deputies, YSU Rector Aram Simonyan, Head of OSCE Yerevan Office Sergey Kapinos, representatives of NA Staff and YSU Professors’ Staff.

The aim of the cooperation envisaged by the memorandum is to support law making activity of the National Assembly, if necessary, carry out comprehensive legal examination of the acting laws and their draft laws, and submit scientifically substantiated conclusions on them, which are of consultative nature, implement thematic courses and other programmes of awareness. Using the specialized potential of the chairs and subunits to the YSU Faculty of Law, the parties will cooperate in the spheres of constitutional law, international and European law, administrative law and proceedings, civil right and proceedings, criminal right and proceedings, ecological and land right, labor right and right and in other spheres. The scientific-educational center of the ecological right of the YSU Faculty of Law as a specialized structure will fulfill the work with the legislative acts and their draft laws forming the system of the ecological legislation, as well as concerning that sphere. Taking into account the experience of the legal clinics of the YSU Faculty of Law in showing legal aid to the citizens, that structure, if necessary, will provide legal consultancy to the citizens, who applied to RA National Assembly with the request of the same nature.

Within the framework of the memorandum the Staff of RA National Assembly will provide the relevant laws or their draft laws and enclosed documents in time to the YSU Faculty of Law, if necessary, the relevant specialists of the YSU Faculty of Law will take part in the sittings of the head committee of RA National Assembly, which is responsible for every draft law in order to submit relevant opinion.

In its turn YSU Faculty of Law will provide the decent presentation and their debate of the proposals and conclusions on the draft laws of the legislative acts provided by the RA National Assembly Staff, the elaboration of the programmes of the thematic courses and their agreement, as well as the preparation of the corresponding auxiliary materials and the conduct of the courses, the provision of the publications prepared and written by the specialists of the faculty to the library of RA National Assembly.

The practical communication between the parties will be carried out through ordinary mail correspondence, as well as through electronic mail.
