Parliament Begins the Work of the Four-Day Sittings

On November 12 the National Assembly began the work of the next four-day sittings. The NA President Hovik Abrahamyan presented the agendas of the session and the current four-day sittings, and after approving them the deputies by voting passed the issues debated on the previous day.

Then the parliament continued to debate the package of the draft laws of the RA laws “On Amending the RA Law on Tourism And Tourism Activity” and “On Amending the RA Law on State Duty”.

Presenting the endorsement of the NA Standing Committee on Economic Affairs Garegin Nushikyan called on to vote for the package of bills.

The deputies expressed their views on the issue under debate.

In his final speech the key speaker, the RA Deputy Minister of Economy Ara Petrosyan noted that the Government was ready to organize concerning the debates during the period from the first to the second reading.

Then the RA Minister of Finance Vache Gabrielyan submitted to the deputies’ debate in the second reading the bill “On Amending the RA Law on Minimum Monthly Wage”.

The Head of the Heritage faction Rubik Hakobyan presented the stance of the faction on the bill.

In the extraordinary speech the NA Vice President Eduard Sharmazanov noted that there was no need to make the political tribune a matter of speculation on the eve of election.

On his final speech the key speaker, the RA Minister of Finance Vache Gabrielyan gave clarifications on the expressed views.

The parliament debated in the second reading the RA draft law “On Amending the RA Law on Prosecutor’s Office” submitted by the Government.

The RA Minister of Finance presented the bill of the government “On Amending the RA Judicial Code”, noting that 1 proposal was made, which was passed.

The draft law “On Income Tax” was also debated in the second reading with the enclosed package, and there were no proposals on this too.

Afterwards the parliament began to debate the RA draft law “On RA State Budget for 2013”, which also presented Vache Gabrielyan.

The key speaker answered the NA deputies’ questions, which were relating to increasing jobs, raising the minimum wage, the possibility of increasing the financial allocations to the parties from the state budget, the decrease of the difference of the volumes of the export and import of goods, economic risks and the mechanisms of their regulation, financing of agriculture and subsidization of rural farms, the social package, the financing of the educational sphere and expecting results, the medical workers’ wages, financing of the senior schools, the terms of turning to programme budgeting, the improvement of material conditions of the criminal-executive institutions, the boosting of cooperation and the events of combating corruption.

The debates of the RA draft law “On RA State Budget for 2013” will continue at November 13 sitting of the National Assembly.
