Parliament Convenes Extraordinary Session

On December 17 on the initiative of the government the RA National Assembly convened an extraordinary session by the executive body’s established agenda.

The Speaker of the National Assembly Hovik Abrahamayan before the debates introduced Robert Sargsyan and Arman Sahakyan, who became deputies as a result of extraordinary elections correspondingly from N 1 and N 35 electoral districts.

The government included in the session agenda two international agreements. The Committee endorsed both agreements.

The NA deputy Arpine Hovhannisyan in the sitting presented the amendments to the RA Law “NA Rules of Procedure” authored by Davit Harutyunyan and her. The authors propose a new order of making decisions in the Committee for reflecting the real correlation of the political forces of the parliament in the NA Ad-hoc Committee on Ethics. In the co-author’s opinion, the Committee should not be a political body, and the parliamentary factions should be able to put aside their political views.

The opposition deputies in their interpellations did not agree in the Committee to establish balance with the co-author’s formulation. The deputies also expressed concern that the parliament had presented the draft law on the agenda of the extraordinary session without preliminary debates.

During the exchange of opinions the deputies presented their viewpoints and recommendations.

The PAP faction secretary Naira Zohrabyan in her speech said that the faction was against the amendment to be proposed. For the member of the ANC faction Nikol Pashinyan the amendment was not admissible.

The NA Deputy Speaker Eduard Sharmazanov in his extraordinary speech called on his colleagues not to politicize the issue and only speak about the content of the bill.

The NA Deputy Speaker Hermine Naghdalyan gave an extraordinary speech on the issue under debate and deemed the considerable part of the speeches politicized and personified.

Rubik Hakobyan presented the viewpoint of the Heritage faction and urged the political majority to review its approaches and not to impede the democracy, otherwise, the faction would vote against the draft law.

Presenting the view of the ARF faction Aghvan Vardanyan said that they would vote against the bill.

Levon Zurabyan presented the view of the ANC faction. According him, the real democracy is based on the mechanisms of checks and balances: the creation of the Committee on Ethics in the parliament is one of the small steps taken in this direction, to which the political majority tries to bring to an end with this draft law.

Presenting the view of the PAP faction Naira Zohrabyan deemed inadmissible that without debating the issue in the factions it was included in the agenda formed in the RA Government. She urged to take back the bill, otherwise only the power factions can remain in the Committee on Ethics.

Hovhannes Sahakyan presented the view of the RPA faction. According to him, the opposition in their speeches tries to present the issue in a way, as if their rights are violated.

In her final speech Arpine Hovhannisyan thanked all those, who had debates and expressed hesitation for opposition deputies’ non-constructive position and distorting the facts.

The Speaker of the National Assembly Hovik Abrahamyan proposed the NA factions to gather and debate the proposals before the beginning of the next day’s sitting for finding mutually admissible solution.

The NA deputies the RA draft law “On Establishing the Three-Year Programme of the 2013-2015 State Statistical Works.”

The NA deputies also the RA draft law “On Amending the RA Law on Accounting,” which presented the RA Deputy Finance Minister Suren Karayan.

The National Assembly will continue the debate of the draft law at December 17 sitting.
