NA Standing Committees Convene Sittings

At April 3 sitting of the RA NA Standing Committee on Economic Affairs moderated by Vardan Ayvazyan the bill “On Amending the RA Law on Income Tax” submitted by the government, which presented the RA Deputy Finance Minister Suren Karayan, was discussed.

The Committee endorsed the debated bill to include it in the agendas of the session and the upcoming four-day sittings.

The Committee debated and endorsed also the package of the bill submitted in the second reading proposing the RA law “On Amending the RA Law on Standardization” and amendments to a number of laws, the bill “On Amending the RA Law on Insurance and Insurance Activity” and the package of bills “On Amending the RA Law on Electronic Communication” and amendments to a number of laws, the package of bills “On Amending the RA Law on Energy” and proposing amendments to a number of laws.

By the authors’ proposal the Committee postponed the debate of three draft laws with the same name “On Amending the RA Law on Patent Payments” submitted by the deputies of the RPA, PAP and the ARF factions.

On the same day the NA Standing Committee on Protection of Human Rights and Public Affairs moderated by Elinar Vardanyan the draft law “On Ensuring Equal Rights and Equal Opportunities for Women and Men” authored by the government and NA deputies Heghine Bisharyan and Hovhannes Maragaryan was discussed in the third reading.

The key speaker, the RA Deputy Minister of Labor and Social Affairs Filaret Berikyan has said that before the third reading the government has edited a number of articles.

The Committee in the second reading debated the package of bills “On Amending the Family Code of the Republic of Armenia” and “On Amending the RA Law on Civil Status Acts,” which presented the RA Justice Minister Hrayr Tovmasyan.

The Committee endorsed the debated bills.

The NA Standing Committee on Territorial Management and Local Self-Government moderated by Stepan Margaryan debated and endorsed a number of bills authored by the RA Government, which submitted the RA First Deputy Minister of Territorial Administration Vache Terteryan.

The Committee debated draft laws “On Amending the RA Law on Property Tax,” “On Amending the RA Law on Local Self Government” and “On Amending the RA Law on Financial Leveling.”

Vache Terteryan has said that the deputies’ proposals had been accepted and edited version was presented.

The debate of the bill “On Amending the RA Law on Organization of Funerals and Operation of Cemeteries and Crematories” included in the agenda was postponed by the authors’ proposal. The RA Government also initiated similar amendments, the Committee decided to organize parliamentary hearings on that theme in future.

The NA Standing Committee on Science, Education, Culture, Youth and Sport moderated by Artak Davtyan debated and endorsed the RA draft law “On Scientific and Research Expertise” authored by the Government.

The key speaker, the RA Minister of Education and Science Armen Ashotyan informed those present that a few days ago, during the parliamentary hearings proposals had been, which would be debated and included in the bill.

The Committee Chairman proposed to create a working group, which will be involved in the improvement of the bill.

The Committee in the second reading debated the bill with enclosed package “On Amending the RA Law on Education.” The RA Minister of Education and Science endorsed the bill.

The draft laws will be included in the draft laws of the NA spring session and upcoming four-day sittings agendas.
