Parliamentary Hearings on Investment Process of Programme Budgeting

The RA NA Standing Committee on Financial-Credit and Budgetary Affairs on April 16 convened parliamentary hearings with the participation of the deputies, representatives of the NGOs and international organizations and state institutions to discuss the investment process of programme budgeting.

The Committee Chairman Gagik Minasyan has said that it is envisaged to turn to the programme budgeting conditioned by the amendment passed in the first reading in the law “On Budgetary System.”

The key speaker, Deputy Minister of Finance Pavel Safaryan gave information to the attendees about the investment of the new system and the advantages and shortcomings of the process.

The next speaker, Director of the Avag Solutions Company Vahram Avanesyan presented the international experience in this sphere. The speaker first deemed the provision of the legislative basis for programme budgeting, the improvement of methodology and the strengthening of capabilities as upcoming necessary steps. The Chief Adviser of the Company Levon Barkhudaryan showed the participants of the hearings the example of the RA Police budget forming, the comparative of the functioning and programme format, making obvious the final result in case of the programmed one.

The key speakers also answered the questions of those present. The members of the Committee welcomed the new approach of the budget forming and were interested in the possibility of turning to the programme budgeting very soon.

Welcoming this initative the Chairman of the Communities Financiers’ Union Vahan Movsisyan proposed to include the communities in the process of programme budgeting, without taking out 910 communities.

Summing up the hearings Gagik Minasyan deemed the discussions in this format effective. In his words, this was the first experience to present this process entirely and evaluate the problems.
