National Assembly Continues the Work of the Four-Day Sittings

On June 11 the RA National Assembly continued the debate of the bill “On Providing Tax and Customs Privileges within the Framework of Dilijan International School.” The deputies continued to present their views on the issue.

The deputies Hrant Bagratyan and Zaruhi Postanjyan were against the draft law, substantiating that it was not introduced as a program and a schedule of the work implementation, so they proposed to vote against it.

In connection with the issue the NA Speaker Hovik Abrahamyan delivered an extraordinary speech, saying that the Government had presented a bill, which was useful and effective for our state, budget, thus the parliament was obliged to debate and give consent. The NA Speaker agreed with Hrant Bagratyan’s raised issue. The NA Speaker detailed that on the previous day, during the debate of the issue the RA Minister of Finance and the Deputy Minister had informed that the State Revenue Committee (SRC) would control the draft law and submit an account to the SRC. The NA Speaker deemed necessary to make investments for providing favourable conditions. Touching upon the colleagues’ speeches the NA Speaker highlighted the healthy criticism and proposed the RA Government, the Head Committee and the deputies concerned about the problem to submit a program, which would give an opportunity to get introduced with the works to be done and the phases of its fulfillment. Highlighting once again the submitted draft law the NA Speaker urged the deputies to support the boosting of the investments in the republic, with that purpose using the existing opportunities. Hovik Abrahamyan proposed his colleagues to support the draft law “On Providing Tax and Customs Privileges within the Framework of Dilijan International School” and promote the increase of jobs in the republic, decrease of unemployment and with that take part in the settlement of the social problems of the population.

Continuing the exchange of thoughts the deputies Artashes Geghamyan, Khosrov Harutyunyan, Mikayel Melkumyan, Artak Davtyan, Samvel Farmanyan expressed their views for the adoption of the draft law, noting the positive changes, which would follow the operation of the school.

The NA factions also expressed their views on the draft law.

The Head of the Heritage faction Rubik Hakobyan welcomed the idea of the draft law and deemed necessary the availability of the program.

The Secretary of the ARF faction Aghvan Vardanyan proposed to postpone the debate of the draft law before getting the program.

The Secretary of the ANC faction Aram Manukyan noted that the faction was not against the investments and the establishment of Dilijan school, but as most of his colleagues, he would like to be informed about the details of the program and educational components.

The RPA member Vardan Ayvazyan called on to vote for the bill, as it would promote the decrease of unemployment, increase of jobs and becoming an education centre in region, etc.

The RA Deputy Minister of Finance Suren Karayan ensured the attendees that a detailed program would be submitted, and the deputies would have an opportunity to get the answers to all the questions concerning them.

Then the parliament began debating the “Report on the Execution of the RA State Budget for 2013,” which before being submitted for debate in the plenary sitting of the parliament, had been debated in detail in the sittings of the NA standing committees.

The Chairman of the RA Central Bank (CB) Artur Javadyan in his speech said that the CB had pursued balanced tax-budgetary policy during the current year.

The member of the Control Chamber (CC) Council Seyran Avagyan presented the endorsement of the RA CC.

The Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan presented the endorsement of the committee.

The debates on the report will continue at May 12 sitting.

In accordance with NA Rules of Procedure, the last hour of the sitting was allotted to the deputies’ announcements.
