At the Extraordinary Session of the RA National Assembly

On June 19 the parliament continued the work of the extraordinary session. The NA deputies continued the debate of the bill “On Providing Tax and Customs Privileges within the Fram ework of the Program Dilijan International School.”

The NA Deputy Speaker Eduard Sharmazanov gave an extraordinary speech on the bill, saying that we should do our best so that Armenia becomes a regional educational center and foreign investments are encouraged.

The Secretary of the Heritage faction Zaruhi Postanjyan said that they would vote against the bill.

The Head of the ANC faction Levon Zurabyan presented his viewpoint, noting that the faction is abstained.

Then the parliament in the second reading debated the package of bills “On Amending the RA Law on the Status of the Yerkrapah Volunteers” and “On Social Security of the Military Servicemen and Their Families.”

As a result of voting the deputies in the first reading passed the bill “On Amending the RA Law on Television and Radio,” then in second reading passed the bill “On Providing Tax and Customs Privileges within the Framework of the Program Dilijan International School” and the package of bills “On Amending the RA Law on the Status of the Yerkrapah Volunteers” and “On Social Security of the Military Servicemen and Their Families.”

After voting the deputies in the second reading debated the bill “On Defining Tax and Customs Privileges towards the Works of Construction of the Section Passing Through the Territory of the Republic of Armenia of the Iran-Armenia 400kw Air Line.”

The Deputy Chairman of the NA Standing Committee on Economic Affairs Mikayel Melkumyan submitted the endorsement of the committee.

Then the RA Justice Minister Hrayr Tovmasyan submitted for debate the package of bills “On Amending the RA Law “On Amending the Judicial Code of the Republic of Armenia” and “On Amending the RA Law on State Duty,” as well as the package of the bills “On Amending the Civil Procedures Code of the Republic of Armenia” and “On Amending the Criminal Executive Code of the Republic of Armenia.”

Then the parliament debated for passing in the first reading the package of the draft laws “On Amending the RA Law on Accumulative Pensions,” “On Amending the RA Law on Income Tax,” “On Amending the RA Law on Income Tax and Personified Accounting of the Mandatory Accumulative Payment,” which presented the RA Minister of Labor and Social Affairs Artem Asatryan.

The deputies in the first reading also debated the package of bills “On Amending the RA Law on Minimal Monthly Salary,” “On Amending the RA Law on the Payment of the Civil Employees,” “On Amending the RA Law on the Service Providing the Mandatory Execution of Judicial Acts” and “On Amending the RA Law on State Pensions.”

The Committee Chairman endorsed the package and proposed to approve it.

The parliament in the second reading debated the draft law “On Amending the RA Law on State Duty.”

The parliament in the second reading debated the draft law “On Amending the RA Law on Financial Leveling,” which the RA Deputy Minister of the Territorial Administration Vache Terteryan presented.

The deputies in the second reading debated the draft law “On Amending the RA Law on Local Self-Government.”

The RA Minister of Labor and Social Affairs Artem Asatryan submitted for the deputies’ assessment in the first reading the draft law “On Amending the RA Law on Temporary Invalidity Allowances.”

The Chairman of the NA Standing Committee on Social Affairs Hakob Hakobyan presented the endorsement of the committee on the packages of the draft laws.

The RA Minister of Labor and Social Affairs submitted the draft law “On Amending the RA Law on State Pensions” for debate in the second reading.

The bill “On Amending the RA Law on Energy” was debated in the second reading with enclosed legislative package.

The draft laws “On Amending the RA Law on the Label of Public Services,” “On Amending the RA Law on the RA Citizenship,” “On Amending the RA Law on Mandatory Insurance of the Responsibility Stemming from the Use of Transport Means” and “On Amending the RA Code on Administrative Infringements” were also debated in the second reading, which submitted the RA Deputy Head of Police Artur Osikyan.

Then the parliament debated in the second reading the draft law “On Amending the RA Law on Licensing” and “On Amending the RA Law on State Duty,” as well as the draft law “On Amending the RA Law on Television and Radio.”

The legislative package“On Amending the RA Law on the Status of the Yerkrapah Volunteers” and “On Social Security of the Military Servicemen and Their Families” and the draft law “On Providing Tax and Customs Privileges within the Framework of the Program Dilijan International School”were debated in the third reading.

As a result of voting the parliament passed about two dozens of debated draft laws and ratified two agreements.

The parliamentarians debated two agreements submitted by the RA Minister of Health Care Derenik Dumanyan and the RA Deputy Minister of Finance Liana Hunanyan.

The work of the extraordinary session will continue on June 20.
