On October 18 the NA Standing Committees convened sittings.

The NA Standing Committee on State and Legal Affairs moderated by Davit Harutyunyan debated the draft law “On Amending the RA Law on Legal Regime of Emergency Situation.”

The RA Minister of Justice Hrayr Tovmasyan presented the negative opinion of the RA Government on the bill. The bill was not endorsed for being included in the draft law of the agenda of the NA Autumn Session.

The deputies debated and endorsed the draft law “On Amending the RA Criminal Code.”

The NA Standing Committee on Science, Education, Culture, Youth and Sport moderated by Artak Davtyan debated the legislative initiative “On Amending the RA Law on Preservation and Use of the Real Monuments and Historical Environment of History and Culture.”

The Committee Chairman proposed the bill under debate to be included in the agenda of the visiting parliamentary hearings on the theme “The Measures and Problems of the Preservation of Historical Monuments and Provision of Heritage.”

The Committee endorsed the bill to be included in NA session and upcoming four-day sittings.

The NA Standing Committee on Protection of Human Rights and Public Affairs moderated by Elinar Vardanyan in the first reading debated the bill authored by the Government “On Amending the RA Law on Ensuring Equal Rights and Equal Opportunities for Women and Men.”

Experts, representatives of the NGOs, UNICEF, Pan Armenian Parents’ Committee initiative were also taking part in the sitting of the Committee.

The NA Standing Committee on Agriculture and Environment moderated by Martun Grigoryan debated the draft law “On Amending the RA Law on Ecological Payments and Payments of the Nature Use.”

The RA Deputy Minister of Nature Protection Simon Papyan talked on the draft law, and the legislative initiative was endorsed for including it in agenda of the session and upcoming four-day sittings.

On the same day the sitting of the NA Standing Committee on Foreign Relations moderated by Artak Zakaryan was held.

The RA Deputy Minister of Foreign Affairs Zohrab Mnatsakanyan, the Head of the Migration State Service of the RA Ministry of Territorial Ministry Gagik Yeganyan, the Deputy Chairman of the RA Central Bank Nerses Yeritsyan, the RA Deputy Minister of Culture Artur Poghosyan introduced several agreements and the considered agreements were endorsed for debate and ratification.

At the sitting the deputies debated the draft law “On Recognizing the Nagorno Karabakh Republic” authored by Zaruhi Postanjyan.

The RA Deputy Minister of Foreign Affairs Shavarsh Kocharyan and the Chairman of the Standing Committee on Foreign Relations gave a report, noting that they did not find expedient the adoption of the presented draft law.

As a result of voting the bill the Committee did not make a decision.
