National Assembly Ends the Work of the Four-Day Sittings

On October 24 the parliament continued the work of the four-day sittings. The NA Speaker Hovik Abrahamyan welcomed the teachers and pupils of Yerevan Hambartsum Galstyan Senior School N 83, who were attending the sitting.

The deputies Aram Manukyan, Davit Harutyunyan, Mikayel Melkumyan, Stepan Margaryan, Vahram Baghdasaryan, Samvel Farmanyan, Koryun Nahapetyan, Edmon Marukyan, NIkol Pashinyan and Levon Martirosyan continued to express their views on the package of bills “On the Payment of the Persons with State Posts” and enclosed bills.

The representatives of the NA factions expressed their viewpoints in connection with the issue.

The Head of the Heritage faction Zaruhi Postanjyan noted that the faction was against the legislative faction.

According to the Secretary of the faction of the Armenian National Congress Aram Manukyan, the rise will not solve the issues of the rise of the citizens’ living standards and improvement of the welfare.

The member of the Rule of Law faction Khachik Harutyunyan highlighted the adoption of the package, noting that the faction would vote for the recommending amendments, presenting proposals from the first to the second reading.

The Secretary of the Prosperous Armenia faction Naira Zohrabyan said that they had seen serious problems in this bill, thus they would manage to debate and submit proposals in case of passing in the first reading.

The Head of the Republican Party of Armenia faction Galust Sahakyan was convinced that in passing from the first reading to the second one, proposals would be submitted and corresponding rectifications would be made.

In final speeches the Chairman of the NA Standing Committee on Social Affairs and the key reporter, the Minister-Chief of Staff of the RA Government Vache Gabrielyan answered the deputies’ questions, touched upon the proposals. They expressed readiness to cooperate during the period of passing from the first reading to the second one.

The RA Deputy Foreign Minister Zohrab Mnatsakanyan submitted for the deputies’ debate a protocol signed in Brussels on December 17, 2012.

The member of the NA Standing Committee on Foreign Relations Tevan Poghosyan presented the endorsement of the committee.

The RA Deputy Foreign Minister also submitted for debate two agreements for the debate.

The Minister of Finance Davit Sargsyan presented in the first reading the draft law “On Amending the RA Law on Profit Tax.”

The debate of the issue will continue at the next four-day sittings.
