On November 28 the Chairman of the NA Standing Committee on Territorial Management and Local Self-Government Stepan Margaryan, the Chairman of the Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan and the member of the NA Standing Committee on Protection of Human Rights and Public Affairs Edmon Marukyan met with the Rapporteur on Armenia of the Congress of Local and Regional Authorities of the Council of Europe (CoE) Nigel Mermagen.
Nigel Mermagen has informed that the aim of the visit is to make monitoring and understand how Armenia carries out the provisions stipulated by the European Charter of Local Self-Government.
At the guest’s request the representatives of the NA Standing Committees touched upon the peculiarities of the allocations of the subsidies given to the communities by the principle of financial equalization, making community budgets, the issues of the tax collecting process, highlighted the creation of jobs in rural areas. They emphasized the issue of making bigger the communities, which will give opportunity to more effectively using the financial means. The interlocutors exchanged thoughts over the development of community democracy, discussed the issues regarding the rise of efficiency of local self-government. It was noted that the problems of local self-government and territorial management are at the centre of attention of the Armenian Parliament.
The sides also touched upon a series of issues aimed at the improvement of the sphere of local self-government.
