National Assembly Begins the Work of the Four-Day Sittings of the Autumn Session

On December 2 the National Assembly began the work of the next four-day sittings by approving the draft agendas of the session and the four-day sittings.

The NA President Hovik Abrahamyan informed the attendees that according to the proportional electoral list of the Rule of Law party Levon Dokholyan had been registered as NA deputy and congratulated the newly elected deputy. He also welcomed the professors and the students of V. Brusov Linguistic University, who were in the National Assembly and were following the procedure of the sittings.

The National Assembly debated the draft annual programme of the activities of the Control Chamber of the Republic of Armenia for 2014, which submitted the member of the RA Control Chamber Council Lilit Gevorgyan.

The NA deputies debated the draft law of the RA National Assembly statement “On the Issue of Applying the Compulsory Component of the Accumulated Pension System,” authored by Artsvik Minasyan.

According to the key reporter, as the rise of the salaries will only be at the second half of 2014, we should propose the RA Government and the Central Bank to debate the issue of the entry of the obligatory accumulated component with relevant standing committees at least postponing until 2015, submit recommendations of legislative amendments by involving the concerned public, expertise associations and carry out works of elaborating pension reforms, reducing or neutralizing the risks stemming from the reforms of the pension system, complying it with the Constitution. After all this we should propose the Government to initiate a referendum on the new system of the pension reforms.

Aghvan Vardanyan presented the viewpoint of the ARF faction on the issue. He deemed inadmissible the compulsory accumulated pension system.

According to the Head of the ANC faction Levon Zurabyan, the social-economic situation of Armenia and the level of the people’s distrust make the implementation of that reform impossible.

The deputy will continue his interrupted speech at December 3 sitting of the National Assembly.
