Increase in the State Budget Expenditure

 

On June 11, according to the Article 70 of the Constitution, an extraordinary session of the National Assembly was held by the RA President, by the proposal of the Government.

 

At the morning sitting, the MPs in the third reading fully passed the submitted multilateral agreement “On Multimodal Transportation of the Loading,” the package of draft laws authorized by a group of MPs “On Honorary Titles”, “On Youth Sport” and “On Physical Training and Sports,” also the legislative package, authorized by the government “On Insurance,” “On Making addenda and amendments to the RA Civil Code,” “On making amendments and addenda to the RA law “On License,”  “On Adding the RA law “On Organizing and Holding Checks in the RA”, “On making amendments and addenda to the RA law “On State Duty,” “On Making Addendum to the RA law “On the State Registration of the Judicial Entities”.

Vardan Khachatryan, the Minister of Finance and Economy submitted the deputies’ consideration the draft law “On Making Amendments and Addenda in the RA law “On RA 2004 State Budget,” by which the addition about 12bn drams in the expenditure part of the budget of the current year is envisaged. As the Minister noted, the sum was for one-time use, and was saved from an expenditure part of the budget of the previous year. Therefore, the sum will be allotted on school construction of marzes, the road construction, housing construction in the disaster zone, gasification, subsidizing of the irrigation system, etc.

Concerning the distribution of the sums, the deputies’ opinion, who took the floor, basically was positive, there were also other proposals, which Minister promised to include in the programme of the next year state budget.

Artur Baghdasaryan, the NA Speaker had an extraordinary speech concerning the bill. Welcoming the bill, the Speaker noted, that for the first time after gaining independence sums are in the budget means sums and directed at the decision of regional basic problems. The NA Speaker has given special importance to subsidizing 1.1 bln drams to irrigating system due to which, in spite of the speculations the tariff for irrigating water will not be raised.

Artur Baghdasaryan found reasonable to spend purposefully the sum and not to be lost.

Vardan Ayvazyan, the Minister of Environmental Protection, presenting the draft law “On Amending the RA law ‘On Payments of Environmental Protection and Nature Use,’” noted that the goal of the bill is to make strict the punishments for the illegal use of forest material. In that connection the rates for illegal use of the natural wood and secondary forest materials are raised.

The Minister of Justice Davit Harutyunyan submitted the amendments and the addenda to the RA law “On Notary.” According to the Minister, due to the amendment, the Armenian Notary Chamber can become a member of the Latin Notary international organization 

According to the special order, adopted by the parliament, the bills were debated and passed in two readings.

The Parliament debated and adopted the draft law on making amendments and addenda to the RA law  “On Diplomatic Service”, which presented Ruben Shugaryan, the Deputy Minister of Foreign Affairs. The goal of the amendments is the reform of the law in force.

The same day the Parliament closed the session
