RA National Assembly Continues the Work of the Four-Day Sittings

On March 11 the RA National Assembly continued the work of the four-day sittings, passing by voting the draft laws debated on the previous day. Before passing the debate of the interrupted issue, by the proposal of the NA Speaker Hovik Abrahamyan the deputies welcomed the teachers and the pupils of the Elite Experimental Secondary School who were hosted in the parliament within the framework of the Open Doors Programme and were following the NA sitting.

The deputies continued presenting their evaluations on the package of bills “On Amending the RA Law on Advertisement” and “On Amending the RA Law on Television and Radio.”

The co-authors of the bill Levon Martirosyan, Naira Karapetyan, the NA deputies Aghvan Vardanyan, Artsvik Minasyan and Edmon Marukyan gave speeches on the bill.

Aghvan Vardanyan, the Secretary of the ARF faction presented the viewpoint of the faction, negatively assessing the amendments and proposed the authors to remove the legislative package from the circulation.

The Secretary of the ANC faction Aram Manukyan informed the attendees that the faction would vote against the initiative.

In the final speeches the key reporter Samvel Farmanyan and the Chairman of the NA Standing Committee on Science, Education, Youth and Sport Artak Davtyan touched upon the colleagues’ concerns and recommendations and gave clarifications.

The parliament debated in the second reading procedure the bill “On Amending the RA Labor Code.”

The Chairman of the NA Standing Committee on Social Affairs Hakob Hakobyan presented the endorsement of the Committee on the draft laws.

The deputies debated in the first reading the package of draft laws “On Amending the RA Law on Television and Radio” and “On Amending the RA Law on Advertisement,” which presented the RA Justice Minister Hrayr Tovmasyan.

The Deputy Chair of the NA Standing Committee on Science, Education, Youth and Sport Poghosyan presented the endorsement of the Committee.

The deputies Mher Shahgeldyan, Ruzanna Muradyan, Nikol Pashinyan, Khosrov Harutyunyan submitted their viewpoints and position on the draft law.

In the name of the Committee led by him Artak Davtyan expressed readiness to debate the proposals and revise the draft law. Samvel Farmanyan also talked about the positive changes the Public Television Company transmissions.

The key reporter Hrayr Tovmasyan delivered a speech on the draft laws. He referred to the voiced concerns and observations and gave clarifications. The NA Speaker Hovik Abrahamyan was interested in the means the Public Television would fill in the financial gap, which would arise after the ban of the commercial advertisement and the opinion of the leadership of the Public Television on the draft law.

Hrayr Tovmasyan informed him that the amendments had been considered with the leadership of the Public Television.

Afterwards the deputies also debated the draft law “On Amending the RA Law on the Compulsory Enforcement Service of Judicial Acts” submitted by Hrayr Tovmasyan.

The Deputy Chairman of the NA Standing Committee on State and Legal Affairs Hovhannes Margaryan presented the endorsement of the Committee.

The parliament began to debate in the first reading the package of draft laws “On Amending the RA Judicial Code" and envisaging amendments in a number of laws relating to it. The debate of the package of draft laws will resume at March 12 NA sitting.
