National Assembly Ends the Work of the Four-day Sittings

On March 27 the National Assembly continued the work of the four-day sittings and passed in the first reading the package of bills “On Amending the RA Law on Education,” “On Amending the RA Law on Preliminary Specialized and Secondary Specialized Education” and “On Amending the RA Law on Higher Education and Post Graduate Specialized Education.”

On the occasion of the World Theatre Day the NA Speaker Hovik Abrahamyan congratulated all the representatives of the theatrical art, wishing them new creative achievements. By Hovik Abrahamyan’s proposal the NA deputies welcomed the pedagogues and the pupils of Yerevan Ararat Gharibyan Senior School N 142, who visited the parliament and were following the four-day sittings.

Then the deputies continued expressing their views on the package of bills “On Amending the RA Law on Education” and “On Amending the RA Law on Higher Education and Post Graduate Specialized Education.” Naira Zohrabyan and Nikol Pashinyan touched upon the steps taken towards the implementation of the legislative amendments and their efficiency.

The Head of the heritage faction Rubik Hakobyan noted that their faction would vote for the package of bills. The Head of the Armenian National Congress Levon Zurabyan touched upon the policy pursued in the sphere of education, the ongoing reforms and gaps and expressed his concerns. The Secretary of the Republican Party Hovhannes Sahakyan referred to the views voiced during the two-day debates.

The RA Minister of Education and Science Armen Ashotyan thanked for the concerned debates.

The parliament in the second reading debated the legislative package “On Amending the RA Law on Language” and envisaging amendments to adjoining 5 laws.

The member of the NA Standing Committee on Science, Education, Culture, Youth and Sport Karine Atshemyan presented the endorsement.

The agreement “On Cooperation in the Spheres of Education and Science between the RA Government and the Hashemite Kingdom of Jordan” signed in Amman on June 24, 2013 was debated.

The co-reporter, the Chairman of the NA Standing Committee on Foreign Relations Artak Zakaryan noted that the Committee had endorsed the agreement.

Then the deputies in the first reading debated the draft law “On Military-Industrial Complex.”

The key reporter the Deputy Defense Minister Ara Nazaryan emphasized the state coordinated policy.

The Chairman of the NA Standing Committee on Defense, National Security and Internal Affairs Koryun Nahapetyan reaffirmed the importance of the draft law and noted that the draft law had been jointly with the specialists of the sphere thoroughly debated in the Committee and had been endorsed.

The deputies Shirak Torosyan, Mher Shahgeldyan, Vardan Ayvazyan and Mikayel Melkumyan in their speeches reiterated the importance of the draft law.

In his final speech the Deputy of the Defense Minister thanked the deputies for concerning debates.

The deputies in the first reading debated the draft law “On Amending the RA Law on Approval of Annual and Complex Measures on Restoration, Conservation, Reproduction and Use of Lake Sevan Ecosystem.” The Chairman of the State Committee Management for Water Economy of the RA Ministry of Territorial Administration Andranik Andreasyan informed the deputies about the works done in this sphere.

The MPs received clarifications through Q & A about the necessity of the outflow of water from Lake Sevan.

In the co-report the member of the NA Standing Committee on Agriculture and Environment Lyova Khachatryan informed the attendees that the Committee endorsed the bill.

The debate of the issue will resume at the next sitting of the National Assembly.

The National Assembly ended the work of the four-day sittings.
