Parliament Ends the Work of the Extraordinary Sitting

The National Assembly began the sitting of November 20 with voting and passed the bills and legislative packages debated on the previous day and among them the bills “On Social Support of the Borderline Communities” and “On Tax Exemption of the Activities Being Implemented in the Borderline Rural Communities” which had been adopted in the second reading. The parliament by voting rejected the adoption of the packages of bills “On Protection of Personal Data,” “On Amending the RA Code on Administrative Infringements” and “On Amending the RA law on Administrative Bases and Administrative Proceedings” and envisaging amendments to a number of laws.

Then the deputies Levon Dokholyan and Heghine Bisharyan continued debating the draft law “On Social Support” with enclosed legislative package.

In the final speech Hakob Hakobyan has noted that the social support is a community service, and the citizen should feel social protection in its settlement.

The RA Minister of Labor and Social Affairs Artem Asatryan thanked for debates and touched upon the deputies’ recommendations.

The bills “On Amending the RA law on Joint-Stock Companies,” “On Amending the RA law on the Payment of the Persons Occupying State Posts,” “On Amending the RA Law on Minimal Monthly Salary,” and the legislative packages “On Amending the RA law on State Pensions” and “On Amending the RA law on Licensing.”

The parliament in the first reading debated the legislative package “On Inspectorate Bodies,” “On Amending the RA law on Civil Service” and amendments to a number of laws conditioned by that.

The RA Minister of Economy Karen Chshmaritian gave details on the legislative package and also answered the deputies’ numerous questions.

The deputies Khosrov Harutyunyan, Artsvik Minasyan and Vardan Ayvazyan presented their viewpoints on the issue under debate.

In his final speech Karen Chshmaritian touched upon the questions voiced by the deputies and made clarifications.

The package of draft laws “On Amending the RA law on General Education” and “On Amending the RA law on Education.”

Then the parliament in the first reading debated the package of bills “On Identification of and Support to Persons Subjected to Trafficking in Human Beings and Exploitation,” “On Amending the RA Code on Administrative Infringements” and “On Amending the RA law on Foreigners,” which presented the RA First Deputy Head of Police Hunan Poghosyan.

The NA Standing Committee on Protection of Human Rights and Public Affairs endorsed the package of draft laws.

The parliament in the first reading also debated the draft law “On Amending the RA Law on Police Service” with enclosed legislative package, which submitted the RA Deputy Head of Police Vardan Yeghiazaryan.

The draft law “On Amending the RA law on Temporary Invalidity Allowances” with the enclosed package was debated in the second reading.

The deputies in the first reading procedure considered the legislative package “On State Support of the Sphere of Information Technologies,” “On Amending the RA Law on Profit Tax,” “On Amending the RA Law on Income Tax,” “On Amending the RA Code on Administrative Infringements.”

The parliament in the second reading debated the draft laws “On Amending the RA Law on Financial Equalization,” in the third reading “On Social Support to the Borderline Communities.”

Exhausting the agenda, the extraordinary sitting ended the work.
