On April 21 the first sitting of the working group on Revision and Improvement of the Main Indices of the Budgetary Programs Execution with the participation of the RA National Assembly on Defense, National Security and Internal Affairs and on Financial-Credit and Budgetary Affairs Committees, the RA Ministries of Finance, of Defense, of Territorial Management and Emergency Situations, the RA Police, as well as the representatives of the USAID Support to the Armenian National Assembly Program and the German Federal Enterprise for International Cooperation (GIZ) was held. The main goal of the working group formed already in October is the revision of the non-financial indices in the budget. The experts of the police, Ministries of the Territorial Management and Emergency Situations took part in the sitting.

The Chairman of the RA NA Standing Committee on Defense, National Security and Internal Affairs Koryun Nahapetyan, as a member of the working group, welcomed the participants of the first sitting of the working group, highlighted the works being done in program budgeting.

Mr Nahapetyan has informed that since 2018 we should completely pass into program budgeting, which supposes the full change of the draft law of the budget, as a result of which, all elements regarding the policy of the relevant spheres will be referred to.

Koryun Nahapetyan has noted that in the final result with the formation of the executive main indices the formation of the budget will improve and it will become more realistic. Mr Nahapetyan presented the directions chosen as a result of joint discussion with the representatives of the RA Police and the Ministries of the Territorial Management and Emergency Situations and of Defense.

The participants also discussed organizational problems, and made a decision for the agenda of the next sitting.

In Koryun Nahapetyan’s word, every level of the power should work with the working group inter-connected based on the principle of partnership to reach success.
