On April 27 the RA National Assembly began the work of the four-day sittings. At the beginning of the sitting the deputies welcomed the teachers and students of Jermuk Senior School who had come to the parliament within the framework of the NA Open Doors programme and were observing the NA sitting.
Afterwards, the NA Speaker Galust Sahakyan, addressing the deputies, has noted that the events of the Genocide Centennial and responses on them have shown that the perception and assessments of the Genocide phenomenon have turned to a decisive phase, and the whole nation should be united and inflexible. In Galust Sahakyan’s word, during these days it has become evident that in case of being united we can reach great achievements and have great expectations. The Head of the Parliament also thanked the NA deputies, citizens, volunteers, organizations and services, due to whose efforts and activities the events of the Armenian Genocide Centennial were held at high level and well organized.
By the proposal of the Head of the NA Heritage Faction the deputies in one-minute silence honoured the memory of the victims of the horrible earthquake occurred in Nepal on April 25.
The Government proposes to invest a Mediators' Institute
After approving the draft laws of the session and the four-day sittings the deputies continued debating the package of the draft law “On Amending the RA Civil Procedure Code” and the enclosed draft laws, which submitted the First Deputy of the RA Minister of Justice Arsen Mkrtchyan.
The member of the NA Standing Committee on State and Legal Affairs Edmon Marukyan has noted that the Committee endorsed the package.
The NA deputies Mher Shahgeldyan, Tevan Poghosyan, Mikayel Melkumyan, Hovhannes Margaryan, Heghine Bisharyan, Gagik Jhangiryan, Artsvik Minasyan, Naira Zohrabyan, Hovhannes Sahakyan expressed their views on the issue.
In their final speeches Edmon Marukyan and Arsen Mkrtchyan gave clarifications on the deputies’ concerns.
The Government proposes amendment to the RA Draft Law ‘On Citizens Who Failed to Complete Compulsory Military Service through Violation of the Established Procedure,” which submitted the RA Minister of Diaspora Hranush Hakobyan.
The member of the NA Standing Committee on Defense, National Security and Internal Affairs Edmon Marukyan presented the endorsement of the Committee.
The NA deputies Ara Babloyan, Heghine Bisharyan, Gagik Jhangiryan, Mikayel Melkumyan, Koryun Nahapetyan, Mher Shahgeldyan, Rubik Hakobyan presented their viewpoints on the draft law.
The RA Minister of Diaspora Hranush Hakobyan in her final speech touched upon the voiced concerns and gave clarification.
The National Assembly will continue its work on April 28.
