On November 9 the NA Standing Committee on Territorial Administration and Local Self-Government debated and endorsed a number of legislative initiatives at the sitting moderated by Stepan Margaryan.

The RA First Deputy Minister of Territorial Administration and Emergency Situations Vache Terteryan in the first reading submitted for debate the draft law “On Amending the RA Law on Financial Leveling.”

The Committee debated the draft law “On Amending the RA Law on the RA Administrative-Territorial Division” with enclosed package submitted by Vache Terteryan in the first reading.

On the same day the draft law “On Amending the RA Law on the RA Investigative Committee” was debated at the sitting of the NA Standing Committee on Social Affairs which was submitted by the RA First Deputy Minister of Justice Arsen Mkrtchyan.

The deputies also debated the draft law “On Amending the RA Law on Payment to the Government Officials”. The draft laws were endorsed and will be included in the draft agendas of the eighth session of the NA fifth convocation and the upcoming four-day sittings.

The debate of the draft law “On Amending the RA Law on Social Security of the Servicemen and Their Families” will be held at the next sitting of the Committee by the authors’ proposal.

The NA Standing Committee on Defense, National Security and Internal Affairs moderated by Koryun Nahapetyan debated the draft law “On Amending the RA Law on Providing Road Traffic Security” in the first reading. The key speaker Hovhannes Margaryan presented the draft law. The member of the RA NA Standing Committee on Defense, National Security and Internal Affairs Edmon Marukyan proposed to endorse the legislative initiative, and to make the problems of the sphere a matter of debate at the NA sitting.

The RA Deputy Head of Police Samvel Hovhannisyan submitted the viewpoint of the government.

The Committee Chairman Koryun Nahapetyan, underlining that the problems should be completely solved, proposed to organize debates, to hold parliamentary hearings, and to create a working group for having complete approaches on the issue.

As a result of the debates, the Committee did not endorse the draft law.

The draft law “On Amending the RA Code on Administrative Infringements” was also submitted for debate in the first reading.

Koryun Nahapetyan proposed the authors to include the draft law in the draft agenda of the NA session, and to abstain from including it in the draft agenda of the NA four-day sittings.

The RA Deputy Minister of Justice Arsen Mkrtchyan presented the viewpoint of the RA Government.

The bill will be included with the endorsement of the Committee in the draft agenda of the NA session.

The deputies summed up the preliminary debates of the RA draft law “On the RA State Budget for 2016” behind the closed doors.

On the same day the NA Standing Committee on Financial Credit and Budgetary Affairs moderated by Gagik Minasyan in the first reading debated the package of the bill “On Amending the RA Law on the RA Central Bank” and the enclosed bills. The Chairman of the RA Central Bank Artur Javadyan presented the bill.

The package of the bills “On Amending the RA Civil Code” and “On Amending the Judiciary Acts Compulsory Enforcement Service” was debated in the second reading.

The Committee endorsed the debated packages for including them in the draft agenda of the extraordinary sittings of the eighth session of the NA fifth convocation.

The RA Deputy Minister of Energy and Natural Resources Levon Shahverdyan presented the Financial Contract on Caucasian Electricity Transmission Network signed between the RA and the European Investment Bank on March 16, 2015.

The financial contract will be submitted with the endorsement of the Committee for the ratification of the parliament.

The Committee debated and endorsed the draft law “On the RA State Budget for 2016” for including in the draft agenda of the NA November 16-19 four-day sittings. The key speaker, the Committee Chairman Gagik Minasyan presented the main macro-economic indices of the document, talked about the budgeting process and the peculiarities of the programme. The RA Minister of Finance Gagik Khachatryan talked about the principles laid at the basis of the draft law, noted that during the budgeting debates the deputies made many constructive proposals, which would be considered during the further debates and compiling of the future budgets.
