National Assembly Continues the Work of the Extraordinary Session

On December 18, the RA National Assembly continued the work of the extraordinary session by voting passing the bills debated on the previous day and ratifying agreements.

By the proposal of the NA Speaker Galust Sahakyan the deputies welcomed the pupils and teachers of the Yerevan Vardanants Aspetner (Knights of Vardan's Family) Basic School N 106.

The parliament continued debating the Annual Report of the RA Control Chamber for 2014. The deputies Tevan Poghosyan, Nikol Pashinyan, Heghine Bisharyan, Ishkhan Khachatryan, Mikayel Melkumyan, Hovhannes Margaryan presented their viewpoints and concerns.

In his final speech the Chairman of the RA Control Chamber Ishkhan Zakaryan touched upon the deputies’ interpellations and gave clarifications.

Afterwards the RA First Minister of Healthcare Sergey Khachatryan in the first reading submitted for debate the draft law “On Medicine” with enclosed legislative package.

The member of the NA Standing Committee on Healthcare, Maternity and Childhood Karen Avagyan presented the endorsement of the Committee.

The deputies Vahe Enfiajyan, Ara Babloyan, Hovhannes Margaryan, Nikol Pashinyan, Heghine Bisharyan, Zaruhi Postanjyan, Mikayel Melkumyan, Khosrov Harutyunyan and the Head of the PAP Faction Naira Zohrabyan presented their viewpoints on the issue.

In his final speech the RA Deputy Minister of Healthcare Sergey Khachatryan thanked the deputies for the questions and recommendations, noting that they would be thoroughly debated from the first to the second reading.

The package of draft laws “On Agricultural Cooperatives” and “On Amending the Civil Code” was debated in the third reading.

The RA Deputy Chairman of the Central Bank (CB) Nerses Yeritsyan in the first reading submitted for debate the package of draft laws “On Amending the RA Law on Financial System Mediator” and the enclosed draft laws.

The Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan presented the endorsement of the Committee.

The package of draft laws “On Amending the RA Law on Securities Market” and “On Amending the RA Law on Joint-Stock Companies” was also debated in the first reading. Gagik Minasyan presented the endorsement of the Committee.

The CB Deputy Chairman also presented in the first reading the legislative package “On Amending the RA Law on Guarantee of Remuneration of Bank Deposits of Physical Entities” and “On Amending the RA Law on Banks, Credit Organizations, Investment Companies, Investment Fund Governors and Bankruptcy of the Insurance Companies.”

The legislative package “On Amending the RA Law on Insurance and Insurance Activities” and “On Amending the RA Civil Code” was also debated in the first reading procedure.

Afterwards the package of bills submitted by the RA First Deputy Minister of Finance Pavel Safaryan “On Amending the RA Law on Consumer Credit” and “On Amending the RA Law on Currency Regulation and Currency Control” was debated in the first reading.

Gagik Minasyan presented the endorsement of the Committee and noted that the adoption of the legislative recommendation will essentially facilitate the agricultural economies’ loan situation.

The RA Justice Minister Arpine Hovhannisyan submitted for debate in the first reading procedure the legislative package “On Amending the RA Code on Administrative Infringements” and envisaging a number of laws conditioned by it.

Arpine Hovhannisyan noted that the legislative package had been debated in the NA Standing Committee on Defense, National Security and Internal Affairs and in the RPA Faction.

The NA deputies addressed numerous questions to the key speaker, highlighting the reforms being made in the sphere and presented their concerns.

The NA Deputy Speaker Eduard Sharmazanov positively assessed the legislative recommendation, which to his assessment, stems from the community interests.

The legislative package “On Amending the RA Law on Urban Development” and “On Amending the RA Law on Local Self-Government” and the draft law “On Recognizing the RA Law Invalid on Compulsory Stamping of Magnetic, Optical, Digital, Laser and Any Type of Electronic Carriers Through Control Signs (Labels)” were debated in the second reading and for completely passing them.

The draft law “On Amending the RA Law on State Pensions” was debated in the second reading and for completely passing it.

The National Assembly will continue the work of the extraordinary session on December 21 at 11:00.
