On December 21, the National Assembly continued the work of the extraordinary session.

At the beginning of the session the deputies by the proposal of the NA Speaker Galust Sahakyan in one-minute silence honoured the memory of the victims perished as a consequence of the adversary’s diversions in different parts of the Karabakh-Azerbaijani line of contact during the last days.

Afterwards the parliament by voting passed a number of bills debated in the previous extraordinary sessions.

The draft laws “On Amending the RA Law on State Pensions” and “On Amending the RA Law on Trade and Services” were debated in the second reading and for completely passing it.

The RA Minister of Education and Science Armen Ashotyan in the first reading submitted for the deputies’ debate the package of draft laws “On Amending the RA Law on Higher and Post-Graduate Professional Education” and “On Amending the RA Law on Education.”

The deputies Heghine Bisharyan, Vahe Hovhannisyan, Khosrov Harutyunyan, Hovhannes Margaryan, Ruzanna Muradyan highlighted the legislative initiative and touched upon the provision of the students’ social guarantees, the preparation of the qualified human resources and the planning of the human resources’ demand.

In his final speech Armen Ashotyan thanked the deputies for the questions and recommendations, noting that he was ready to work together and find complex solutions of the problems.

The package of draft laws “On Amending the RA Law on the RA Holidays and Memorial Days,” “On Amending the RA Law on Value Added Tax” and “On Amending the RA Water Code” and the enclosed draft laws in the second reading and for completely passing them.

The deputies debated the Agreement on Conditions of the Activities of Armenian-Russian University in the City of Yerevan between the Government of the Republic of Armenia and the Government of the Russian Federation on May 14, 2015, which presented the RA Minister of Education and Science.

The Chairman of the NA Standing Committee on Foreign Relations Artak Zakaryan presented the endorsement of the Committee.

Afterwards the deputies debated the draft law “On the RA Flag” for passing it in the second reading, which submitted the RA Deputy Minister of Culture Artur Poghosyan.

The draft law “On Amending the RA Law on the RA Coat of Arms” was also debated in the second reading.

The RA Deputy Minister of Justice Arman Tatoyan presented for debate the draft law “On Amending the RA Judicial Code.” He also submitted for debate in the second reading the draft law “On Amending the RA Civil Code,” and the deputies did not make any proposals on it. The deputies also debated in the second reading the bill “On Amending the RA Law on Treatment of Arrestees and Detainees.”

By presentation of the RA First Deputy Minister of Finance Pavel Safaryan the deputies in the second reading debated the package of bills “On Amending the RA Law on Consumer Credit” and “On Amending the RA Law on Currency Regulation and Currency Control.”

The RA Deputy Chairman of the Central Bank Nerses Yeritsyan in the second reading submitted for debate the package of bills “On Amending the RA Law on Insurance and Insurance Activities” and “On Amending the RA Civil Code.” Nerses Yeritsyan in the second reading submitted for debate the draft law “On Amending the RA Law on Financial System Mediator” with the enclosed package.

The parliament also debated in the second reading the draft law “On Amending the RA Law on Securities Market” with enclosed legislative package.

The deputies in the second reading also debated the legislative package “On Amending the RA Law on Guarantee of Remuneration of Bank Deposits of Physical Entities” and “On Amending the RA Law on Banks, Credit Organizations, Investment Companies, Investment Fund Governors and Bankruptcy of the Insurance Companies.”

Afterwards the deputies in the second reading debated the draft law “On Amending the RA Law on Railway Transport” and “On Amending the RA Law on Motor Vehicle Roads” with enclosed package, which  presented the RA Deputy Minister of Transport and Communication Artur Arakelyan.

The RA Minister of Justice Arpine Hovhannisyan in the second reading submitted for debate the draft law “On Amending the RA Code” with the enclosed legislative package.

The deputies Tevan Poghosyan, Edmon Marukyan, Naira Zohrabyan, Koryun Nahapetyan, Gurgen Arsenyan, Nikol Pashinyan, Khosrov Harutyunyan, Heghine Bisharyan, Mikayel Melkumyan, Hovhannes Margaryan and Artsvik Minasyan presented their viewpoints on the draft law.

In her final speech the RA Minister of Justice Arpine Hovhannisyan touched upon the deputies’ concerns and gave clarifications. To the Minister’s conviction, positive solutions are proposed by this legislative package.

The NA Speaker Galust Sahakyan informed that the Government removed from the agenda of the extraordinary session the debates of the legislative packages in the second reading “On Amending the RA Law on Energy Saving and Renewable Energy,” “On Amending the RA Law on Energy,” “On Amending the RA Law on Taxes,” “On Amending the RA Law on Profit Tax” and “On Amending the RA Law on Income Tax,” “On Amending the RA Law on Gambling Games and Casinos” and “On Amending the RA Law on Advertising” and “On Amending the RA Law on Higher and Post-Graduate Professional Education” and “On Amending the RA Law on Education.”

At the end of the session the NA deputies by voting passed the debated all issues.
