On January 29, the NA Standing Committees convened sittings.

The NA Standing Committee on State and Legal Affairs moderated by Hovhannes Sahakyan in the first reading debated the draft law “On Amending the RA law NA Rules of Procedure.” It was not endorsed.

The Committee in the first reading also debated the initiative “On Amending the Decision of the RA NA of May 31, 2012 on Establishing the Number, Names and the Spheres of Activity of the Standing Committees of the RA NA Fifth Convocation” and “On the Order of Proposing Candidate to the National Assembly for Electing in the Post of the Human Rights Defender (HRD).” The key speaker Hovhannes Sahakyan noted that with this initiative the Committee will be authorized to submit a proposal on the candidate of the Human Rights Defender. It was proposed to establish the order and the terms of submitting the applications to the Committee on HRD candidate.

The draft with the endorsement will be included in the draft agendas of the NA ninth session and the upcoming four-day sittings.

The debate of the other draft laws included in the agenda with the authors’ proposals was postponed by one-year term.

On the same day at the sitting of the NA Standing Committee on Foreign Relations moderated by Artak Zakaryan the Loan Agreement Life Road Network Improvement Project Additional Financing signed between the Republic of Armenia and International Bank for Reconstruction and Development on August 26, 2015. The RA Deputy Minister of Transport and Communication Artur Arakelyan presented the Agreement.

The First Deputy Mayor of Yerevan Kamo Areyan presented the Loan Agreement (ordinary operations) Sustainable Urban Development Investment Program- Program 2 signed between the Republic of Armenia and Asian Development Bank on October 13, 2015.

The RA Deputy Minister of Finance-Chief Treasurer Atom Janjughazyan presented the protocol of June 9, 2009 on Making Amendments in the Agreement on Establishment of the Anti-Crisis Fund of the Eurasian Economic Community (with reservation attached thereto) signed on June 15, 2015 with the Constitution of the Republic of Armenia.

Atom Janjughazyan also presented the protocol of June 9, 2009 on Making Amendments in the Agreement on Management of Resources of the Anti-Crisis Fund of the Eurasian Economic Community (with reservation attached thereto) signed on June 15, 2015 with the Constitution of the Republic of Armenia.

The Deputy Minister of Finance Armen Alaverdyan presented the Agreement on the Implementation of a Pilot Project to Place Control (Identification) Tags on Goods Classified as “Items of Clothing Accessories and Other Items Made of Natural Fur” in 2015-2016 Signed on September 8, 2015 in Grodno with the Constitution of the Republic of Armenia.

The debated international agreements with the endorsement of the Committee will be submitted for the ratification of the parliament.
