On March 18, in the Golden Tulip Hotel the broadened meeting of the Working Group (WG) on the Improvement of the RA External Control System Legal Frame presided over by the Head of the Group, the Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan took place. The members of the Working Group, experts and specialists of the sphere took part in the meeting.
The Working group was established with the participation of the members of the NA Standing Committee on Financial-Credit and Budgetary Affairs, the representatives of the NA Staff, the RA Control (Audit) Chamber, the RA Government Staff, the RA Ministry of Justice, the RA Ministry of Finance, the RA Central Bank and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (German Federal Enterprise for International Cooperation). Let us note that the Working Group worked out a road map of the necessary works on the Amendments to the RA Law on the RA Control Chamber, as well as the conceptual viewpoints on the main issues of matter of discussion.
Gagik Minasyan has noted that the discussion is dedicated to the study and the debate of more complicated issues necessary for the revision of the new law on Audit Chamber. In the opinion of the Head of the Working Group during the discussions it will be possible to find the answers of all questions of concern.
The specialists of significant experience in the sphere and the experts invited from abroad by the GIZ Office Lothar Spielhoff and Jens Porzuzeck presented their professional positions and the international best exemplary experience. Talking about the international standards of the INTOSAI and ISSAI financial control, the experts have noted that they are not laws, but rules, which may be followed.
Let us note that the GIZ Public Financial Management in the South Caucasus programme supports the Working Group (WG) on the Improvement of the RA Foreign Control System Legal Frame within the framework of the co-financing agreement signed with the European Union Delegation to Armenia, which is aimed at the independence of the foreign control, efficiency and strengthening of transparency in Armenia.
The work of the meeting will continue at the same venue on March 19.
