On April 6, the RA National Assembly continued the work of the four-day sittings, passing by voting the bills debated on the previous day.

At the beginning of the sitting the NA Deputy Speaker Eduard Sharmazanov has informed that relative calm has been maintained on the Karabakh-Azerbaijani Line of Contact since yesterday. The Azerbaijani aggressors’ attack was failed, and now all the settlements are under the NKR control. In the NA Deputy Speaker’s word, the NKR Defense Army, as well as the Armenian people has forced the adversary into this situation and peace. According to the NA Deputy Speaker, the mentioned fact is a result of the Armenian people’s unity and united struggle.

Afterwards the MPs continued debating in the second reading the draft law on Amendments to the RA Law on Civil Defense Sub-units and the enclosed legislative package. The MP Gagik Jhangiryan delivered a speech and presented his remarks on the content of the draft law.

The Chairman of the NA Standing Committee on Defense, National Security and Internal Affairs Koryun Nahapetyan and the RA Deputy Minister of Emergency Situations Haykaram Mkhitaryan touched upon the voiced criticism and gave clarifications.

Then the RA Minister of Justice Arpine Hovhannisyan in the first reading submitted for debate in parliament the RA Draft Law on Probation with the enclosed legislative package.

The member of the NA Standing Committee on State and Legal Affairs Levon Martirosyan presented the endorsement of the Committee.

The NA deputies Levon Dokholyan and Gagik Jhangiryan presented their viewpoints on the package.

In their final speeches the co-speaker Levon Martirosyan and the RA Minister of Justice Arpine Hovhannisyan touched upon the deputies’ interpellations and gave clarifications.

The Deputy Chairman of the State Revenue Committee adjunct to RA Government Vakhtang Mirumyan submitted for debate the Loan Agreement on State Sector Modernization Project 3 signed between the Republic of Armenia and the International Bank for Reconstruction and Development signed on 18 November 2015. In his co-report the Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan presented the endorsement of the Committee.

The NA Standing Committee on Foreign Relations also endorsed the Loan Agreement.

The NA deputies Mikayel Melkumyan, Aram Manukyan, Tigran Urikhanyan, Vahe Enfiajyan, Heghine Bisharyan presented their viewpoints on the Agreement and touched upon the efficiency, the control of the Agreement, the civil servicemen’s training, the rise of the state service quality and the decrease of the investments in our country.

Afterwards the MPs in the second reading considered the bill on Granting Privileges on Tax and Compulsory Social Security Payments to Hrazdan-Cement CJSC.

The RA Minister of Economy Artsvik Minasyan has informed that the NA deputies Vardan Ayvazyan, Araik Hovhannisyan and Aram Manukyan have submitted recommendations, which have been accepted.

The package of draft laws on Amendments to the RA Law on Inspection Bodies and on Amendments on the RA Law on Civil Service was debated in the second reading.

Afterwards the package was completely considered in the second reading.

According to the established order of the NA Rules of Procedure, the last sitting was allotted to the NA- Government Q & A session.
