By the decision of the RA NA Speaker Galust Sahakyan, under Article 70 of the RA Constitution, at the initiative of the RA Government, on May 10 an extraordinary sitting of the RA National Assembly was convened by the initiator’s established agenda. The parliament approved the draft laws of the decision on organizing the extraordinary sitting, as well as the debate of a number of bills in the second reading after passing them in the first reading within 24 hours. By the NA decision the debate of the draft law on Exempting Hrazdan-Cement CJSC from Penalties Incurred on Tax and Compulsory Social Payments will be held during 24 hours after being passed in the second reading.

By the decision of the National Assembly three sittings of the first day of the extraordinary sitting will be held with 1,5-hour duration, beginning from the second day, every day four sittings will be convened with 1,5-hour duration and half an hour intervals. From May 11 the work of the NA extraordinary sitting will begin at 11 a.m.

The RA Minister of Labor and Social Affairs Artem Asatryan in the first reading submitted for debate the draft law on Amendments to the RA law on Accumulative Pensions.

Numerous questions were directed to the key reporter which related to the goals of the amendment, the use of the sums being levied from the employees of the state system, the management of the levied sums, the lack of the citizens’ awareness on the system, the experience of other countries, the insurance of the invested money, the necessity of the healthcare insurance and other items.

The NA deputies Khosrov Harutyunyan, Edmon Marukyan, Mher Shahgeldyan, Mikayel Melkumyan, Heghine Bisharyan, Naira Zohrabyan expressed their opinions on the draft law.

In his final speech the key speaker Artem Asatryan gave clarifications about the sounded views.

The RA Minister of Economy Artsvik Minasyan in the first reading presented the bill on Exempting Hrazdan-Cement CJSC from Penalties Incurred on Tax and Compulsory Social Payments

Naira Zohrabyan presented the view of the PAP Faction and Vahram Baghdasaryan introduced the view of the RPA Faction.

In his final speech Artsvik Minasyan touched upon the sounded concerns.

The RA Minister of Economy in the first reading also presented the legislative package on Amendments to the RA Civil Code, on Amendment to the RA Law on the Use of Cash-Machines, on Amendments to the RA law on Trade and Services and on Amendments to the RA law on Protection of the Consumers’ Rights.

Let us note that the NA Standing Committee on Economic Affairs endorsed the issue.

The National Assembly will continue the work of the extraordinary sitting on May 11.
