RA NA Delegation Takes Part in IPA CIS Works

On May 19, the meetings of the Inter-parliamentary Assembly (IPA) of CIS, of the Permanent Commissions on Culture, Information, Tourism and Sport, on Legal Issues, on Political Issues and Political Cooperation, as well as the CIS Youth IPA Forum, where the Chair of the NA Standing Committee on European Integration Naira Zohrabyan, the NA deputies Rubik Hakobyan, Tigran Urikhanyan and Vahe Enfiajyan took part.

Naira Zohrabyan delivered a speech at the IPA CIS Permanent Commission of Legal Issues. In her speech she touched upon the military crimes committed by Azerbaijan against the military and civilians during the April events. Naira Zohrabyan proposed the participants to include in the agenda of the next meeting the issue of giving legal assessment to the military crimes committed by Azerbaijan.

The RA NA deputy Rubik Hakobyan took part in the meeting of the Permanent Commission on Political Issues and Political Cooperation. At the meeting many issues were discussed, special attention was paid to the issue concerning the justification of the Nazism and the inadmissibility of desecration of anti-Hitler coalition soldiers.

The RA NA deputy, the Committee Deputy Chairman Tigran Urikhanyan took part in the Permanent Commission on Culture, Information, Tourism and Sport. Model draft laws on culture, electronic management, children’s and youth tourism were discussed at the meeting. Afterwards the issue of creating a working group to revise a Convention on the CIS Cultural Heritage Preservation was considered.

The RA NA deputy Vahe Enfiajyan took part in the CIS Youth IPA Forum Session and delivered a speech. He highlighted the role of the youth parliamentarism and the perspectives of that sphere. It was proposed to organize a number of events within the framework of the CIS, where active young people and representatives of youth organizations will be involved.

On the same day the Fourth International Forum Eurasian Economic Perspective took place, where the RA NA deputy Hrant Bagratyan made a report. He presented in detail the research concerning Armenia-EEC trade-economic relations.

On May 20, the IPA CIS 44th Plenary Session was held, where the RA NA Deputy Speaker Hermine Naghdalyan and the members of the Delegation took part. During the Plenary Session the Heads of the international parliamentary structures gave speeches. The OSCE PA President Ilkka Kanerva in his speech emphasized the issue of the solution of Nagorno Karabakh conflict exclusively through peaceful means within the framework of the Minsk Group.

The press conference followed the Session, where the RA NA Deputy Speaker Hermine Naghdalyan took part.

During the press conference Hermine Naghdalyan noted that the large scale military operations and the unprecedented adventurism committed by Azerbaijan at the beginning of April resulted in numerous human victims, violating the international and humanitarian norms, as well as the tri-lateral treaty on ceasefire signed in Bishkek in 1994.

She has also informed that on May 16, in Vienna at the meeting of the Presidents of the two countries held on the initiative of the Foreign Ministers of the Co-Chairing countries within the OSCE Minsk Group and with their participation agreements were reached, including on monitoring and investment of investigation mechanism of incidents. That was what the Armenian side voiced for many years and which had been denied and rejected by the Azerbaijanis.

Afterwards the representative of the Azerbaijani President’s Staff announced that similar agreement had not been which testifies to the fact that the Azerbaijani side takes steps to desavuation of agreements held in Vienna.

In these conditions the addressed attitude of the international community on similar phenomena is important. One may say that unaddressed announcements serve as a basis that the settlement of the conflict stamps on the spot for 20 years, which made possible such phenomenon, as the April events.

Hermine Naghdalyan in her word noted: “After this meeting we hope that the agreements will be kept, and the appeals of the international community will be called into life.”

To the journalists’ question how she assesses Ilkka Kanerva’s speech, Hermine Naghdalyan once again highlighted that the Nagorno Karabakh conflict should be resolved exclusively through peaceful means, in accordance with international norms. She again noted that 1994 Bishkek Treaty on ceasefire was signed on the initiative of the IPA CIS and noted that the IPA CIS should have its role in the peaceful settlement of the Nagorno Karabakh conflict.

The representative of the Azerbaijani Delegation also agreed that issue should be solved only through peaceful means.

The Chair of the IPA CIS Council Valentina Matvienko has added that the ways of the solution of the conflicts through war means lead to a deadlock.
