On October 18, the RA National Assembly continued the work of the extraordinary sitting. The deputies by voting passed the bills passed on the previous day, after which continued in the first reading the debate of the legislative package on Amending the RA Electoral Code, on Amending the RA Code on Administrative Infringements and on Amending the RA Criminal Code.

The deputies Elinar Vardanyan Hovhannes Margaryan, Heghine Bisharyan, Mher Shahgeldyan, Vahram Mkrtchyan, Tevan Poghosyan, Khachatur Kokobelyan presented their views on the Electoral Code (EC).

The NA Factions (the ARF – Armen Rustamyan, the Rule of Law – Heghine Bisharyan, the ANC - Levon Zurabyan, the PAP – Naira Zohrabyan, the RPA – Vahram Baghdasaryan) expressed their views on the draft law.

In their final speeches the key speaker, the RA Minister-Chief of Staff of the Government Davit Harutyunyan and the Chair of the NA Standing Committee on State and Legal Affairs Hovhannes Sahakyan touched upon the opinions sounded in the deputies’ speeches and expressed readiness to again debate the proposals to be presented.

The Deputy Chairman of the State Committee of the Real Estate Cadastre adjunct to the RA Government Ashot Musayan in the first reading presented for debate the package of draft laws on Amending the RA Law on State Registration of Rights towards Property and on Amending the RA Law on State Duty.

The parliament debated in the second reading the package of bills on Financial Leveling and on Amending the RA Law on RA Budgetary System, the bill on Amending the RA Law on Refugees and Asylum, the package of bills on Amending the RA Criminal-Procedure Code and on Amending the RA Law on Treatment of Arrestees and Detainees, the second bill of which was debated in the first reading. The RA First Deputy Minister of Territorial Administration Vache Terteryan presented the bills.

The deputies also considered in the second reading the package of bills on Amending the RA Law on Archiving and the enclosed bills, the package of bills on Amending the RA Civil Code and the enclosed bills, the package of bills on Amending the RA Law on Notary and the enclosed presented bills.

Afterwards, by the presentation of the RA Deputy Chairman of the Central Bank (CB) Nerses Yeritsyan the parliament in the first reading debated the package of bills on Amending the RA Law on Securities Market and the enclosed presented bills.

The member of the RA NA Financial-Credit and Budgetary Affairs Gagik Melikyan presented the endorsement of the Committee.

The deputies in the first reading also debated the legislative package on Amending the RA Criminal Code and on Amending the RA Criminal Procedure Code, which presented the RA CB Deputy Chairman Nerses Yeritsyan.

In his co-report the member of the NA Standing Committee on State and Legal Affairs Vahram Mkrtchyan presented the endorsement and highlighted the adoption of the draft law, considering it even late.

The parliament debated the draft law on Amending the RA Law on Remuneration of State Officials.

The protocol on Cooperation of the Collective Security Treaty Organisation Member States on Counteraction to the Criminal Activities in the Information Sphere signed in Moscow on December 23, 2014, which presented the RA Deputy Head of Police Vardan Yeghiazaryan.

The RA Minister of Education and Science Levon Mkrtchyan presented for debate the Agreement on Participation of the Republic of Armenia to the Programme of the Union Horizon-2020: Framework Programme of Research and Innovation between the Republic of Armenia and the European Union signed in Brussels on May 19, 2016.

The RA Deputy Minister of Healthcare Sergey Khachatryan presented the Protocol on Joining the Agreement of December 23, 2014 on Uniform Principles and Rules Governing Market Circulation of the Medical Devices (goods and medical devices of medical importance) within the Eurasian Economic Union.

The National Assembly will continue the work at October 19 sitting.
