On December 6, the parliament continued the work of the four-day sittings by voting passing the legislative initiatives debated on the previous day.

The deputies welcomed the pupils and teachers of Yerevan School N 116, who visited the parliament within the framework of the RA NA Open Lesson programme and were observing the sitting.

Afterwards the parliament continued debating the package of bills on Amending the RA law on Local Duties and Payments, on Amending the RA law on Waste Removal and Sanitary Cleaning and on Amending the RA law on Local Duty of Transport Parking Places. The NA deputies Mikayel Melkumyan and Mher Shahgeldyan delivered speeches on the item.

In his final speech the key speaker, the RA First Deputy Minister of Territorial Administration and Development Vache Terteryan touched upon the deputies’ speeches and gave clarifications. Mr Terteryan has informed that the initiative has been debated in detail with the representatives of about 40 communities.

Afterwards the parliament resumed the debate of the RA Draft State Budget for 2017.

In accordance with Paragraph 1 of Article 84 of the RA law NA Rules of Procedure, the RA Government submitted to the deputies the final version of the draft state budget for 2017 revised as a result of debates held in the NA Standing Committees and the plenary sitting, as well as the summary sheet of the recommendations and conclusions submitted to the government by the Standing Committees, Parliamentary Groups, Factions and deputies.

The RA Minister of Finance Vardan Aramyan presented the final version of the draft law and the recommendations included in the summary sheet of the draft law, then answered the deputies' questions.

The representatives of the NA Factions (Rule of Law – Heghine Bisharyan, ANC – Levon Zurabyan, PAP – Mikayel Melkumyan, RPA – Vahram Baghdasaryan) expressed their viewpoints on the draft budget.

The RA NA Speaker Galust Sahakyan delivered an extraordinary speech on the budgetary main document of the coming year.

In his final speech the RA Minister of Finance Vardan Aramyan thanked the parliament for concerned debates.

In accordance with Paragraph 3 of Article 35 of the RA law the NA Rules of Procedure, the last hour of the sitting was allotted to the deputies’ announcements.
