On March 27-28 in Tavrichesky palace of Saint Petersburg the work of the Spring Session of the Inter-Parliamentary Assembly of CIS (IPA CIS) began, where the RA NA Delegation led by the NA Deputy Speaker Hermine Naghdalyan took part. The Delegation consists of the Chair of the NA Standing Committee on State and Legal Affairs Hovhannes Sahakyan, the NA deputies Rubik Hakobyan, Hayk Babukhanyan, Naira Karapetyan, Tatshat Vardapetyan and Lyudmila Sargsyan.

On March 27, the joint meeting of the IPA CIS Commission on Political Issues and International Cooperation and the Committee on PACE Political Affairs and Democracy, where the RA NA Deputy Speaker, the Head of the Armenian Delegation, the Head of the Armenian Delegation, the Deputy Chair of the abovementioned Commission and Committee Hermine Naghdalyan, the RA NA deputies Rubik Hakobyan and Naira Karapetyan, was held.

The Chairman of the CIS Commission on Political Issues and International Cooperation Maulen Ashimbaev and the Chairman of the Committee on PACE Political Affairs and Democracy  Mogens Jensen moderated the meeting. The issue of financial counteracting of terrorism financing and the expansion of the participation of the parliaments of PACE and CIS countries in fight against the ISIS activities was discussed at the meeting. Many participants delivered speeches, and among them Hermine Naghdalyan, who highlighted the meetings of the participants represented on two international platforms, which promote the fight against terrorism with united efforts.

On the same day, the meetings of all IPA CIS Commissions: on Political Issues and International Cooperation, on Science and Education, on Legal Issues, on Agrarian Policy, Natural Resources and Ecology, on Practices of State-Building and Local Self-Government, on Economy and Finance, on Budget Oversight, on Defense and Security Issues, on Culture, Information, Tourism and Sport, and on Social Policy and Human Rights were held.

The Head of the Armenian Delegation, the Deputy Chair of the abovementioned Commission Hermine Naghdalyan and the RA NA deputy Rubik Hakobyan took part in the meeting of the Commission on Political Issues and International Cooperation. A number of agenda items, among them the item on Statement of the Heads of the Parliaments of the CIS Member States on the 25^th Anniversary of the IPA CIS , on which the Armenian Delegation submitted recommendations and they were accepted, were debated.

On March 27, the IPA CIS meeting was also held, where the RA NA Deputy Speaker took part, The Chairperson of the IPA CIS Council Valentina Matvienko held the sitting of the Council. Among other items, the item on Statement of the Heads of the Parliaments of the CIS Member States on the 25^th Anniversary of the IPA CIS was included in the agenda of the meeting.

The Chair of the NA Standing Committee on State and Legal Affairs Hovhannes Sahakyan took part in the meeting of the IPA CIS Commission on Legal Issues.

The RA NA deputy, the Deputy Chairman of the Commission on Culture, Information, Tourism and Sport Hayk Babukhanyan attended the meeting of the same Commission.

The NA deputy Tatshat Vardapetyan took part in the meeting of the IPA CIS Commission on Agrarian Policy, Natural Resources and Ecology.

The NA deputy Lyudmila Sargsyan took part in the meeting of the IPA CIS Commission on Social Policy and Human Rights.

The member of the NA Delegation Naira Karapetyan took part in the meeting of the Commission on Budget Oversight.

After the meeting of the IPA CIS Council the RA NA Delegation took part in the IPA CIS 46^th Plenary Session. During the Session more than 21 model laws were debated and passed, the NA deputy Hayk Babukhanyan made a report. He presented the recommendations on Cooperation between the Young Scientists of the CIS Member States, which were passed. The abovementioned document was revised in the RA NA Standing Committee on Science, Education, Culture, Youth and Sport.

The donation of the bust of the Russian Empire State Duma Deputy Mikayel Papajanyan was a symbolic and important event, which coincided with the 25^th anniversary of the IPA CIS. Heads of the parliaments of different countries, the Speaker of the RF State Duma Vyacheslav Volodin, the Chairperson of the RF FA Federal Council Valentina Matvienko and other official guests attended the event.

The RA NA Deputy Speaker Hermine Naghdalyan delivered a speech in the opening of the bust. She presented in detail Mikayel Papajanyan’s biography and contribution to the state-political activities.

Valentina Matvienko in her turn thanked the Armenian Delegation for the precious gift symbolizing the Armenian-Russian centuries-old friendship.

On March 27, an inaugural meeting dedicated to the 25^th anniversary of the IPA CIS was also held, where Hermine Naghdalyan gave a speech. Congratulating her colleagues, she highly assessed the role of the IPA CIS in the organisation of the harmonisation of the national legislation, model legislation, the exchange of experience, the forums and events, as well as the women’s participation in the political life. Mrs Naghdalyan considered an important and memorable event the Women’s Eurasian Forum, where the women’s delegation from Armenia also took part. Hermine Naghdalyan also underlined the significant role of the IPA CIS in the relations of the parliaments of the member states, highly assessed a series of initiatives, and among them also the CIS Cultural Capitals, Europe without Divisive Lines, Young Parliamentarians, etc. Hermine Naghdalyan emphasized the considerable contribution of the IPA CIS to the economic integration processes of the region within the framework of the Eurasian Economic Union.

Hermine Naghdalyan especially stressed the exclusive peacekeeping activities of the Assembly, and one of the main results was the tripartite agreement on ceasefire signed between Nagorno Karabakh, Armenia and Azerbaijan in 1994.

At the end of the meeting the awarding ceremony, which had become a tradition, was held.
