RA NA Deputy Speaker Arpine Hovhannisyan Takes Part in 111th Plenary Session of Venice Commission

On June 16, the RA NA Deputy Speaker Arpine Hovhannisyan took part in the 111th Plenary Session of the European Commission for Democracy through Law, Venice Commission. During the Session the Draft Constitutional Law on the RA Constitutional Court, the further procedure of the opinions on the Electoral Code under the light of April 2 parliamentary elections, as well as the procedure of the works of the elaboration of the opinion on the new draft RA Draft Judicial Code was discussed.

Positively assessing the bill on the RA Constitutional Court, the experts particularly touched upon the key problems in the draft law and noted that some provisions had necessity of specification and improvement.

In her speech the RA NA Deputy Speaker Arpine Hovhannisyan thanked the Venice Commission for the opinion, underscoring that the effective cooperation with the Commission becomes a good tradition. She assured that the considerable majority of the recommendations in the opinion will be realized in the draft law. The Venice Commission made a decision to approve the opinion.

During the Session Arpine Hovhannisyan presented the further developments of the opinions on the draft Electoral Code under the light of April 2, 2017 parliamentary elections and noted that the elections had been held mostly by the protection of the person's fundamental rights and freedoms, which had been recorded by the international observers. For the first time during these elections the electronic devices for voter registration were used, video cameras were installed in the big electoral districts, which allowed observing the procedure of the elections online.

At the end, the Venice Commission referred to the process of the opinion elaboration on the new draft RA Judicial Code. The experts, elaborating the draft law, informed that on June 15 they met with Arpine Hovhannisyan and had an effective debate on the key regulations of the draft Code. The Venice Commission made a decision to authorize the experts before the approval of the opinion on the Code in the October Session, and provide the draft law to the Armenian side.
