The Role of the Constitutional Court in the Formation of Democracy

On February 6 the 10th anniversary of RA Constitutional Court (CC) was marked, where representatives of legislative and executive authorities participated, lawyers, judges, and others.

In his opening speech Gagik Harutiunian, President of the Constitutional Court, presenting the passed and forthcoming road of the Constitutional Court, ensured that the Republic of Armenia entered into a new stage of constitutional developments and judicial legal reforms, and qualitatively new opportunities are created for more effective execution of constitutional justice potential and for the establishment of constitutional democracy in the country. In Mr. Harutiunian’s opinion, the problem of the Constitutional Court is to reach a goal that the constitutional justice would bring stability to the legal system of the country, be accessible to the people, inspire hope, confidence and respect towards the legal system.

Artur Baghdasaryan, President of the National Assembly congratulated the CC on the occasion of the 10th anniversary, ensuring that the RA Constitutional Court is one of the formed institutes of the state power, which enjoys authority within the country, as well as beyond its borders. Mr. Baghdasaryan noted that the evidence of CC international authority is the organized 10 international conferences, where the NA deputies also participated. In NA President’s view for the countries seeking democracy, the CC, as a coordinator, has rather important role. Artur Baghdasaryan underlined that after constitutional reforms the Constitutional Court entered a new stage of activity. The NA President highlighted the activity of the working group created in the parliament, which will be involved in the elaboration of the amendments to the law on Constitutional Court: those amendments emanate from the requirements of the Constitution adopted on November 27.

According to NA President’s order, Gagik Harutiunian, CC Chairman, was awarded a medal of Honour of the National Assembly for the great contributions in the formation of constitutional justice. Eight employees of the Constitutional Court were awarded letters of thanks and souvenirs, and the CC staff -diplomas.

On the occasion of the 10th anniversary of the Constitutional Court Minister Manuk Topuzyan, Chief of Staff of the Government presented the congratulatory message of RA Prime Minister Andranik Margaryan. Davit Harutiunyan, RA Justice Minister, Hovhannes Manukyan, Chairman of RA Cassation Court, Gagik Ghazinyan, on behalf ofthe Lawyers’ Union, Aram Tamazyan, Deputy Prosecutor General and Ararat Mahtesyan, Deputy Chief of Armenia’s Police Service congratulated in their speeches on this occasion.
