On April 27, during the meeting of NA Standing Committee on Science, Education, Culture and Youth, the bills “On Making Amendments to “The Compulsory Example of Documents” and RA law “On Administrative Offences” were discussed, which were presented by MP Hranush Hakobyan by the order of legislative initiative. Mrs. Hakobyan informed that RA Government submitted 13 suggestions on the first bill, 10 of which have been adopted. The aim of the draft law is the complete acquisition of documents of library-information collection as part of national and public cultural inheritance, realization of state bibliographical registration and formation of a united informative territory, ensuring public awareness on all kinds of documents. The committee guaranteed with an endorsement to include the draft law into the agenda of the coming sittings.
Sergo Yeritzyan, RA Minister of Education and Science, presented the draft law on “State Inspectorate of Education,” “On Amending the RA Law “On Education.” The members of the committee expressed concern that there may arise contradictions connected with the implementation of inspection functions between the educational board in the regions and the inspectorate that are being established. The minister assured that the corresponding institutions of education of the regional councils do not implement control and researches on different state inspectorates of education and on regional educational institutions.
Hranush Hakobyan, the Chairwoman of the committee, also considered effective the establishment of the regional inspectorates emphasizing the creation of the centralized inspectorate service and the activity of one or two inspectors in the educational councils in the regions. H. Hakobyan assessed that as the creation of an inspectorate should have a goal of supporting the schools and raising the quality of education, they should be initial in the draft law, the inspectorate functions should be definite and they should be directed to raising the quality of education.
The committee discussed and guaranteed also for including into the agenda of the coming sittings for the second reading the draft law “On Primary and Secondary Specialized Education and Teaching”.
The Chairwoman of the committee informed that on April 28 the next sitting of Youth parliament will be held.
