Anti-Crisis Bills Debated at RA NA Extraordinary Sitting

On April 22, on the RA NA deputies’ initiative an extraordinary sitting of the National Assembly was convened by the initiator’s established agenda.

The parliament made a decision on debating the agenda items in the special procedure, according to which, the debate of the draft laws in the second reading will be held after passing them in the first reading within 24 hours.

Two bills, authored by the MP of My Step Faction Babken Tunyan and the MP of the Prosperous Armenia Faction of the parliament Mikayel Melkumyan, were included in the agenda of the sitting.

Babken Tunyan has clarified that the two draft laws are aimed at mitigating the crisis caused because of the coronavirus disease and promoting the further development of the businesses.

The MP presented for debate in the first reading the draft law on Making Addendum to the RA Tax Code authored by him.

The RA Deputy Minister of Finance Arman Poghosyan presented the positive viewpoint of the Government.

In their speeches the MPs highlighted the adoption of the draft laws and presented also some recommendations.

Taking into consideration the MPs’ observations in his final speech Babken Tunyan considered possible to hold the debate in the second reading later, after revising the draft law.

Afterwards, Mikayel Melkumyan presented for debate the draft law on Making Amendment and Addendum to the RA Tax Code in the first reading.

The Chairman of the State Revenue Committee (SRC) Davit Ananyan presented the positive viewpoint of the government on the draft law. He also presented some recommendations.

The RA NA Deputy Speaker Vahe Enfiajyan underlined the necessity of the similar legislative initiative in the created situation and urged the MPs to vote for the draft law, giving an opportunity to the entities to overcome the created situation.

In his final speech the SRC Chairman Davit Ananyan answered to the MPs’ questions, which related to non-completed implementation of some social support programmes.

In his concluding speech Mikayel Melkumyan has noted that the opposition and the power could make a legislative initiative supporting the entities as a result of constructive debates.

The parliament passed in the first reading the draft laws on Making Addendum to the RA Tax Code authored by the RA NA My Step Faction deputy Babken Tunyan and on Making Amendment and Addendum to the RA Tax Code authored by the deputy of the RA NA Prosperous Armenia Faction Mikayel Melkumyan.

Babken Tunyan took back the proposal of the 24-hour regime debate of the draft law authored by him for discussing the voiced proposals and revising the draft law.

At the end of the day, the parliament debated in the second reading and for completely passing the legislative package authored by the NA deputy Mikayel Melkumyan on Making Amendment and Addendum to the RA Tax Code and on Amending the RA Law on Accumulating Pensions.

The key speaker Mikayel Melkumyan informed that the item was debated at the NA Standing Committee on Economic Affairs and the recommendations of the government were accepted.

The member of the NA Standing Committee on Economic Affairs Hripsime Grigoryan proposed her colleagues to vote for the legislative package.

In his report, the SRC Chairman Davit Ananyan touched upon the proposal of not counting the penalties in the conditions of the state of emergency.

Edmon Marukyan has expressed the viewpoint of the NA Bright Armenia Faction, noting that the state must support the families that do not work in the state of emergency. He emphasized the cancellation of the fines in this phase.

The Secretary of the NA Prosperous Armenia Faction Arman Abovyan called on his colleagues to vote for the legislative package.

Babken Tunyan voiced the viewpoint of the NA My Step Faction and proposed his colleagues for it.

The MPs by voting passed in the second reading and completely the legislative package.

Covering the agenda, the National Assembly ended the work of the extraordinary sitting.
