At Joint Sitting of Committees Executive Documents of Incomes and Expenditures of State and Judicial Bodies Touched Upon

On June 9, at the joint sitting of the RA National Assembly Standing Committee on State and Legal Affairs and Financial-Credit and Budgetary Affairs moderated by Vladimir Vardanyan and Artak Manukyan the annual report on Execution of the RA State Budget for 2019 was debated, which related to the executive documents of the incomes and expenditures of the RA authorities’ state and judicial bodies.

According to the RA Minister of Finance Atom Janjughazyan, the financial year was distinguished in terms of positive developments, in fact, more tax incomes were formed, which gave an opportunity to the Government to review the expenditure of the budget in the framework of its authorities.

Atom Janjughazyan underlined that as a result of the reforms lasted for about 1,5 decades, a budgetary law was presented, and its expenditure part was approved in the programme format.

According to the Chief of Staff of the President of the Republic Emil Tarasyan, 313 laws passed by the NA were signed, 28 international treaties were signed by the proposal of the Government, 12.525 persons were granted the RA citizenship by the President’s decree. 21 charity programmes were implemented. It was noted that during the financial year the works of the development of the President’s new website began.

Emil Tarasyan presented the agreements reached by the RA President during his business trips to foreign countries and their results. He touched upon in detail the programmes and initiatives being implemented in the financial year under the President’s aegis and the directions of the shown financial support.

The Chief of Staff-Secretary General of the RA National Assembly Tigran Galstyan presented the financial allocations and the non-financial indices of the National Assembly during the financial year. The executive document of the expenditures is mainly conditioned by the provision of the activities of the RA National Assembly, the executive document of the expenditures of the legislative, analytical and representation services, as well as the improvement of the technical equipment. He presented the RA membership fees to the International Parliamentary organizations.

According to Tigran Galstyan, the structural and functional changes have been done as a result of the assessment and the analysis of the processes being implemented by the RA NA Staff conditioned by the strategic problems facing the Staff.

The rectified plan of the event Improvement of the Building Conditions of the RA National Assembly was directed to obtaining of the design-accounting documents of the capital repair of the heating system of the RA National Assembly building-constructions.

The NA Chief of Staff-Secretary General noted that the designed financial means were not used for the improvement of the RA National Assembly building provision conditioned by the fact of holding the tender at the end of the year.

During the financial year, as a result of the effective management of the entity systems elaborated and invested by the RA NA Staff, the part of the saved sums of the RA NA budgetary allocations was addressed to the implementation of the necessary considered expenditures as a result of redistribution.

Afterwards, the Head of the Staff of the RA Constitutional Court Edgar Ghazaryan, the Head of the RA Judicial Department Karen Poladyan, the RA Minister of Justice Rustam Badasyan, the Secretary General of the RA Prosecutor’s General Office Hamayak Navasardyan, the Chairman of the RA Investigative Committee Hayk Grigoryan, the Head of the RA Special Investigation Service Sasun Khachatryan, the Chairman of the RA Audit Chamber Levon Yolyan and the Chairman of the RA Central Electoral Commission Tigran Mukuchyan presented details on the expenditure programmes, events and financial indices during the financial year.

The speakers thoroughly answered to the RA NA deputies’ questions, which particularly related to the expenditure main directions in the departments and the efficiency of their implementation, the purposeful use of the budgetary allocations, the programme budgetary advantages and the given opportunities. The MPs touched upon the ensuring of the public servants’ political restraint. They also referred to the technical saturation, the employees’ training, the completion of vacancies, the distribution of the service cars and the effective expenditure of the fuel, the judges’ work overload and the problems of the criminal-executive institutions.

Let us inform that the joint sitting of the RA National Assembly Standing Committee on State and Legal Affairs and Financial-Credit and Budgetary Affairs was postponed. In the near future one morejoint sitting will be held, where the Chief of Staff to the RA Prime Minister Eduard Aghajanyan will present the budgetary allocations and the implemented programmes of the RA Prime Minister’s Staff.
