At the Sitting of NA Standing Committee

On September 7 a sitting of NA Standing Committee on Science, Education, Culture and Youth was held with 27 draft laws on the agenda.

Hranush Hakobyan, the Chairwoman of the Committee informed that four draft laws of the agenda concerned the teachers’ social security problems that have lost their significance but the authors have not addressed in order to remove them. With the suggestion of Ms. Hakobyan the Committee decided to postpone the discussion of those bills and remove them according to their authors’ written agreement.

The discussion of the second group of five draft laws, the author of which is Viktor Dallakyan was postponed taking into consideration the author’s suggestion.

The third group of draft laws was also postponed as they were in the stage of discussion.

The Committee discussed the draft law “On Amending the law “On Television and Radio,” which was presented by Tigran Mukuchyan, the Deputy Justice Minister. The speaker informed that the suggested amendment will clarify issues concerning the appointment of the members of the National Committee. According to the relevant article of the acting law, the member of the National Committee can be appointed not more than twice. The Committee guaranteed the bill by an endorsement for being put on the agenda of the first sitting of the NA autumn session.

Hranush Hakobyan, the Chairwoman of the Committee presented her authored amendments made after the first reading in the law “On the Obligatory Example of Documents.”Ms. Hakobyan informed that there were certain difficulties with the maintenance of the documents but they have been solved as a result of discussions between the RA Government and the international organizations. The Committee guaranteed the bill for being discussed in the second reading during the upcoming four-day sitting.

The draft law “On Making Addendum to the RA law “On Non-commercial State Organizations” submitted by MP Vahram Baghdasaryan, got an endorsement for being put on the agenda of the session. The package of draft laws “On Making Amendments and Addenda to the laws “On Restoration of Disaster Zone,” “On Scientific and Scientific-Technical Activities,” “On the Bases of Cultural Legislation,”“On Lake Sevan,” “On Drugs and Psychotropic Substances,”“On Fauna,” “On Frontier Regions,” “On Physical Education and Sports,” “On Flora,” “On Social Security of RA Handicapped People,” “On Rights of Child,” and the draft law “On Children and Youth Sports” authored by NA MPs Heghineh Bisharyan and Samvel Balasanyan, were guaranteed by an endorsement to be put on the agenda of the upcoming sittings.
