At March 17 sitting of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment debated the bill on Making Amendments to the RA Law on the Local Self-Government in the first reading authored by the deputy Vagharshak Hakobyan.
The author noted that the bill was debated for the second time. It had already been approved by the NA and the NA Head Committee once, however because of the known cases the second reading had been postponed and the bill had been taken out of circulation. Now, it is proposed to make an amendment to Article 35 of the law: “According to the order established by the RA Government and after agreeing with the authority body of the transport sphere the scheme on the organization of the road traffic in the community is presented for the approval of the community elders and decisions are made related to the organization of the safe road traffic and the installation of other technical means.” The adoption of the amendment, proposed by the bill, stems from the necessity of the problems regarding the road traffic sphere in the community and distinct definition of the authority body responsible for it.
According to the key rapporteur, it is expected to make more effective the solution of the legally applying and legally implementing problems in the effective management of the road traffic in the community.
The Government presented positive position on the draft law.
The bill was also approved in the Committee.
