At June 14 extraordinary sitting moderated by Arkadi Khachatryan, the RA NA Standing Committee on Financial-Credit and Budgetary Affairs debated the draft law on the RA State Budget for 2021. The RA Public Regulatory Services Commission since June 2017 had initiated discussion with the authorized body, the RA Ministry of Hi-Tech Industry directed to the separation for providing on commercial reason the relevant sections of the necessary radio frequencies (including 700 Megahertz/MHz) for the investment of the wide-layer 5G technology networks of the mobile communication in the republic.

As the Chairman of the RA Public Regulatory Services Commission Garegin Baghramyan has assured, the bill designs to include the 703-733 MHz and 758-788 MHz radio frequencies in the list of radio frequencies set for the networks of the wireless accessibility wide-layer communication, by which the compulsory payment of providing for 1MHrz radio frequency zone is 25.000.000 AMD lump sum, and the annual use payment is 16.8000.000 AMD.

It has been noted that the liberation of the radio frequencies area and providing the 703-733 MHz and 758-788 MHz sections on competitive bases would promote the development of the mobile communication wide-layer networks and 5G technology investment and the continuous dynamic development of the remote communication sphere consonant with the international tendencies, as well as in case of providing radio frequencies in total 60MHz sections would ensure at least 1.500.000 AMD lump sum(on provision) and 1.008.000 AMD annual (on use) additional entry of the RA state budget.

In their interpellations the MPs touched upon numerous problems concerning the sphere. In response to Artak Manukyan’s question, why in 2017 they initiated the discussions for providing on commercial reason the relevant sections of the necessary radio frequencies (including 700 Megahertz/MHz) for the investment of the wide-layer 5G technology networks of the mobile communication in the republic, the Head of the Division of the RA Ministry of Hi-Tech Industry Karen Grigoryan has answered that that that process is carried out not only in Armenia, but also in the whole world. He has added that it is a world process.

In his co-speech the Deputy Chair of the Standing Committee urged his colleagues to vote for it.

The Committee members endorsed the draft law for including it in the draft agenda of the upcoming regular sittings. The Government considered the bill urgent, it will be with 24-hour regime, and the Standing Committee voted for it.
