Government Focuses on Continuous Development and Social Security of Human Capital

The Report on Implementation Process and Results of the RA Government Programme for 2021 (2021-2026) approved by the N 234-A Decision of the RA Government on February 28, 2022 was debated at the sitting of the NA Standing Committee on Protection of Human Rights and Public Affairs.

The Deputy Minister of the RA Labor and Social Affairs Tatevik Stepanyan presented the coordination area of the Ministry, noting that in the reporting year the Government focused on the continuous development and social security of human capital.

As of January 1, 2022, the amounts paid to 131.767 beneficiaries have increased. The minimum pension is 28.600 AMD (instead of the current 26.500 AMD in 2021). The pension for people with disabilities of the first group became 43.000 AMD instead of the previous 40.000 AMD, for people with disabilities of the second group – 33.000 AMD instead of the previous 30.000 AMD, for people with disabilities of the third group – 30.000 AMD instead of the previous 27.000 AMD.

Among the reforms, the Deputy Minister singled out the importance of switching over to non-cash payment of pensions and benefits as much as possible. As of July 2021, Gyumri, Yerevan and Vanadzor have switched over to that system, the process is in the phase of improvement.

Tatevik Stepanyan also presented the steps taken by the programme of measures taken to improve the demographic situation, spoke about the need for systematic reforms in the field of child care and protection. In 2021, 10 children returned to their families from round-the-clock child care and protection institutions, 48 children were reunited with biological families from temporary care centers.

In 2021, in the field of gender policy, the continuity of the activities of support centers and shelters for victims of domestic violence in all regions and in Yerevan, co-financed by the state budget was ensured.

As of November 2020, and throughout 2021, the Government implemented more than 2 dozen events with a total budget of 136bln AMD, out of which 120bln AMD was allocated during 2021. According to the Deputy Minister, the measures aimed at the socio-economic recovery in Artsakh are continuous.

Data on social guarantees for disabled servicemen, prosthetic process and professional training were also provided.

Tatevik Stepanyan and the other RA Deputy Minister of Labor and Social Affairs Anna Zhamakochyan answered to the deputies’ questions, which referred to the expansion of beneficiaries’ social package, the training of the employees of the united social service, the problems of the displaced citizens from Artsakh and so on.
