The Government, by the amendment to the Law on State Duty, proposes to allow entities not to pay the state duty included in customs payments for goods exported from Armenia under one transport document from one carrier to one recipient, and the total customs value of which does not exceed the amount equivalent to one million AMD. The amendment aims at simplifying the customs clearance process, and its adoption will have a positive impact on the business and investment environment, taking into account the fact that the regulations proposed by the draft will contribute to the simplification of the customs clearance process, as well as to the reduction of financial and administrative expenses of a small and medium entrepreneurship.
The RA Deputy Minister of Economy Ani Ispiryan noted that according to the amendment, in case of the export of low-value goods of entities, the latter will be released from the obligation to pay the state duty, which will lead to an increase in the number of suppliers in the markets.
It was also mentioned that the adoption of the draft envisages reduction of revenues in the state budget, on average, in the amount of 106.35 million AMD.
After the first reading, the Government proposed to change the title of the relevant article of the draft law, which was adopted by the key rapporteur.
During the debate, the Committee member, the deputy of the NA Civil Contract Faction Hovik Aghazaryan expressed an opinion that the draft law will not give the desired result, as it will have a negative impact on the state budget. He proposed to facilitate the administration system.
The deputy of the Civil Contract Faction Gevorg Papoyan proposed to carry out monitoring a year later after the law came into force, to find out what positive impact it had on small and medium entrepreneurships.
The issue was debated at the sitting of the NA Standing Committee on Economic Affairs on April 27.
The Committee members endorsed the draft. Hovik Aghazaryan abstained.
It should be mentioned that the debate of the draft law on Ratifying the Common Aviation Area Agreement between the European Union and its Member States, of the one part, and the Republic of Armenia, of the other part was postponed up to two months because of the absence of the key rapporteur.
